Abstract

This study aimed to develop a comprehensive plan for establishing a Chungnam model of the early childhood school system(ages 0–5) in response to the national integration policy of early childhood education and care(ECEC). Specifically, it aimed to identify detailed and comprehensive strategies for effectively implementing regional-level integration policies for early childhood schools targeting children aged 0–5. To achieve this objective, the study analyzed research and policy trends in EECE both in Korea and globally, reviewed international cases of early childhood education(ISCED Level 0) with a focus on the United States, and conducted focus group Interviews(FGI) with field and administrative experts, kindergarten teachers, and childcare center teachers to explore practical strategies for developing the Chungnam model of the early childhood school system. The findings in the study offered insights for a vision, strategic directions, and specific action plans consisting of three core strategies and twenty-two tasks for establishing the Chungnam model of the early childhood school system. For effective implementation, the study emphasized the necessity of developing regional-level curricula and guidelines, ensuring financial continuity, creating mid- to long-term strategies for teacher and workforce supply, and establishing governance through educational expert committees at both provincial and regional levels, involving the Chungcheongnamdo Office of Education, universities, and local governments.
