본 연구는 산업사회에서 복지국가의 역할은 남성생계부양자의 소득보장으로 제한되었지만 후기산업사회에서 복지국가의 역할은 소득보장은 물론 전통적으로 가족의 영역으로 간주되던 돌봄의 영역까지 확대되었다고 주장한다. 이러한 인식을 바탕으로 본 연구는 한국사회에서 시민들이 직면하는 사회적 위험은 ‘탈상품화로의 이행’과정에서만 발생하는 것이 아니라 상품화-탈상품화, 탈상품화-가족화, 가족화-탈가족화, 탈가족화-상품화라는 각각의 이행단계 모두에서 다양하게 발생하고 있는 것을 보여주었다. 더욱이 각각의 이행단계에서 발생하는 사회위험이 성과 계층에 따라 상이하게 나타나고 있다는 것은 복지국가가 개입해야할 위험이 확대되었다는 것과 함께 그 대상이 동질적이기보다는 다양한 특성을 내재한 이질적인 개인과 집단이라는 점을 이야기해주고 있다. 이를 통해 본 연구는 탈가족화와 가족화 정책을 핵심 과제인 가족정책에 대한 고려 없이 후기산업사회에서 복지국가에게 요구되는 새로운 역할, 즉 상품화-탈상품화-가족화-탈가족화-상품화로의 원활한 이행이 가능하지 않다는 것을 주장했다.
Abstract
This study analyzed the relationship between the traditional role of welfare state and thew new role of welfare state in Korea, with specific foci on the transition from commodification to decommodification, familialization, and defamilialization. Through the analysis, this study maintains that the new role of welfare state in Korea requires policy responding both to income maintenance and family policy The study suggests several noticeable results in this regard. First, care responsibilities within the household were strongly associated with the new role of welfare state. Second, female and irregular worker were more likely to fall into the exclusion from welfare policies than male and regular worker.
