Abstract

This paper examined 'Healthy Family Act' in relation to current changes in family structure and suggested a preliminary discussion on future directions of Korean family welfare policy by comparison to Western experiences. The paper examined the crisis of the family discourse in relation to changes in Korean family structures and western family discussions which forms the basis of the Korean Family Act, and pointed out major discrepancies of Healthy Family Act and the crisis of the family discourse. The crisis of the family discourse masks the reality of changes in family structure, and therefore the Healthy Family Act which rests upon the discourse has its limitations in responding to the reality. Future directions of Korean family policy should go beyond the Healthy Family Act to acknowledge diverse aspects of families. First, family policies that address both socialization of reproductive labor as well as active labor market is essential. Second, family policies should consider the contradiction between individual (women's) interst and families' interest. Third, family policies should respond to the difference. Lastly, family policies should address the roles of family policies in processing the development of Korean welfare state.
