Abstract

‘Risk' has become the important theoretical concept to examine and analyze the modernsociety since German sociologist Ulrich Beck introduced ‘risk' of modern society throughhis book called “Risk Society” in 1986. According to each country, risks in turn occuror new social risks overlap with old social risks. In the 1990s, South Korea has come new risks of instability in labor market due toglobalization (i.e. flexibility of labor market, an increase of non-regular workers, youthunemployment, long-term unemployment, and an increase in working poor) and corporateoffshoring, outsourcing of various levels due to an increase in job insecurity and instability(i.e. limit of women's social participation and their care for children and the elderly) causedthe alternative risk of family's traditional ability to protect the erosion of family members. Risk of family, the most dangerous in the social risks of the 21st century in particular, currently states: 1) the labor market and family risks associated with the family, 2) therisk of the family itself, for example, increase of the divorce and family breakdown causingthe increase of single-parent families, women's participation in labor market weakens thesustenance of the male roles, the new tension in dual earner family, instability of middleclass families, and 3) the risk of family members, that is, increase of dependency onparents caused by youth unemployment, delay of a rite of passage such as marriage andchild birth, the decline of in-home care for children and the elderly, and the problem incompatibility between work and family. As the result, the spectrum of the family riskappears to be gradually widened. Therefore, this study is based on the survey from 650 people in the region of Seouland Kyung-in between November to December 2013. The survey was associated with arisk of family in which it empirically examined the recognition of old / new social risks, the experience of risks, the risk management, the sense of deprivation related to responseof risks, family values and etc. The study shows that family risk has increased the risks associated with the risk of the labor market and that it does not include the capability of overcoming the risk ofthe family. In addition, the responsibility of taking care of family, including himself andhis family, is kept as the personal sector, and the self-help and insurance are primarilyused on response of risk. In case of deprivation and experience of family risks according to socio-economic status, shows a significant difference between the populations, and the lower social status is, thehigher experience of family risks and the sense of deprivation based on response to riskare. In the future, the nation must arrange the New Deal policy as a safety net for familywhen considering the importance of family risk, to ensure systematically the possibility of risk.
