학교 토론교육 및 토론대회 활성화를 위한 한국정치커뮤니케이션학회의 역할에 관한 연구

우리사회의 구두문화적 전통과 유교, 불교, 도교의 전통으로 토론문화가 활성화되지 못했다. 민주사회에서 토론은 갈등을 조정하고, 사회를 통합하는 중요한 장치일 뿐만 아니라, 개인들에게는 민주시민으로서의 역량을 함양하는 장치이다. 토론의 저변 확대를 위해 학교에서의 토론교육 및 토론 활용교육과 학생들의 토론관련 성취동기를 함양하기 위한 토론대회 개최가 필요한 시점이다. 그런데 공교육기관이 토론교육을 담당하지 못함으로써 논술학원 등 사교육기관이 담당하게 되었다. 또한 토론대회는 이들 학원 연합회들이 개최함으로써 학생토론대회가 모범적인 전형을 구축하지 못하고 있다. 따라서 본 연구는 국내 학생토론대회의 3가지 유형(독서토론, 과학탐구토론, 쟁점토론)에서 대표적인 토론대회가 어떻게 개최되고 있으면 그 토론 형식은 무엇이며, 향후 발전적 방안을 마련하기 위해 상정될 수 있는 문제점은 무엇인지를 파악하였다. 이를 토대로 한국정치커뮤케이션학회가 담당해야 할 역할이 무엇인지를 검토하고 제안했다. 본 연구의 제언 내용은 다음과 같다. 많은 토론전문가들이 회원으로 가입되어 있는 한국정치커뮤니케이션학회가 주축이 되어 중앙선거방송토론위원회, 교육과학기술부 및 지방교육청등 국가기관 등과 연계하여 주제별로 공신력 있는 학생토론대회 형식을 개발하여 제시하고, 각종 전국학생토론대회들을 개최할 필요가 있다. 또한 공교육기관에서 토론을 지도할 교사들을 대상으로 토론교육을 실시하기 위한 교육프로그램을 마련하며, 각급 교육청들과 협의하여 교사들의 교육을 담당할 필요가 있다.
Abstract
Korean debate culture cannot have activated because of Korean tradition of verbal culture and Confucianism, Buddhism and Taoism which have hindered debate. The debate in a democratic society is very important contrivance for social conflict control and social integration, as well as for the democratic citizenship cultivation of individuals. To expand debate culture base of Korean society it is in need of the debate education in schools less than high school and the debating championship for students. Because there aren't a lot of debate teacher in public school, mostly students' debate education have been acted by teachers in the private educational institutes. And debate championship also have been made by these the federation of the private educational institutes and academy for essay and the desirable debate championship model for younger students have not been made. This paper inquired into the format of the three debate types(for the reading debate, the science study debate and the issue debate) and researched the problems in these three debate types in order to come up with an effective debate championship for younger students. And this paper make a proposal roles of the Korean Political Communication Society in base on these researches.
