초록

교통과 통신, 정보 및 물류 기술의 발전과 같은 글로벌 경영환경의 변화는 전 세계를 연결하는 복잡한 가치사 슬 내에서 국제 분업을 통해 최종 재화와 서비스를 생산하는 글로벌 가치사슬의 급속한 발전을 가져왔다. 그러 나 완제품의 수출입을 측정하는 전통적 무역통계방식은 글로벌 가치사슬 내에서 이루어지고 있는 무역활동의 국가별 부가가치를 측정하기 어렵게 해, 이를 무역정책 수립과 기업 경쟁력 제고를 위한 기초 데이터로 활용하 는 것은 적절치 않는다는 주장이 꾸준히 제기되어 왔다. 본 연구는 국가 간 부가가치기준 무역 흐름의 측정을 목적으로 발표된 OECD – WTO TiVA (Trade in Value-Added) 2018 데이터베이스를 바탕으로 국가의 수출증감 에 영향을 미치는 것으로 알려져 온 다양한 경제, 사회 문화적 지표들이 각국의 총수출과 부가가치수출에 미치 는 상이한 영향을 비교, 분석함으로써 부가가치수출 통계가 정부의 무역정책 수립 및 기업 경쟁력 제고를 위한 기초자료로 활용될 수 있는지 그 타당성을 확인하는 데 목적을 두고 시행되었다. 64개 국가의 12년간 (2005 –2016), 수출정보 및 경제지표를 바탕으로 시행된 고정효과 패널 SUR(Seemingly Unrelated Regression) 모형 분석 결과, 생산증가율, 1인당 국민소득, 실질환율, 총고정자본, 인프라의 5개 지표들은 총수출과 부가가치수출 에 공통적으로 유의한 영향을 미치지만, 모형별로 영향력의 크기에서는 통계적으로 유의한 차이가 존재했고, 해외직접투자와 노동시장 자유도는 총수출에, 총생산, 물가상승률과 세금수익은 부가가치수출에 각각 배타적 영향을 미치는 지표로 나타났다. 연구의 결과는 글로벌 가치사슬 내에서 고부가가치 산업의 발굴 및 육성을 통해 우리 기업의 경쟁력 제고와 국가 경쟁력 강화를 추구해야 할 정부의 역할과 함께, 무역정책 입안의 기초자료 로 활용해왔던 경제 요인들에 대한 재검토를 통해 정책 입안의 패러다임을 바꿔야 할 필요성을 제기하고 있다.

Abstract

The changes in the global business environment, such as the development of transportation, communication, in- formation and logistics technologies, have brought about the rapid development of the global value chain (GVC) that produces final goods and services through the international division of labor. However, the argument that the traditional trade statistics method of measuring the import and export of finished products are difficult to measure the added value of each country of trade activities within the global value chain, has been consistently made. The purpose of this study is to analyze economic determinants of gross exports and value-added exports based on the OECD-WTO TiVA 2018 database and to provide policy and strategic implications to governments and companies. Based on 688 unbalanced panel data for 64 countries over a span of 12 year (2005-2016) extracted from TiVA sta- tistics, we conducted fixed-effect panel analysis in seemingly unrelated regression(SUR) model to predict factors that influence a country 's gross exports and value-added exports, respectively. The results of the study suggest the need to change the paradigm of policy making and corporate strategy establishment through reexamination of economic factors that have been used as basic data for trade policy and corporate strategy establishment.
