Abstract

The market environment of appraiser has been aggravating as the market area of appraiser has been eroded and the number of appraisers has been increasing. To solve this problem, appraisers have to consolidate their professionalism and expand their business area. To obtain this goal, strengthening the qualifying examination is an efficient measure. The most important and difficult part of the qualifying examination for appraiser is the second examination. Therefore, strengthening the second examination is important. However, the revisions of the examination have been restricted in the easy first examination. So this study focused on the problems of the qualification system for appraiser, especially the second examination. To make the reform programs, I investigated the history of the qualification system for appraisers and the preceding studies, Through the comparison with the foreign qualification system for appraisers and other expert qualification systems, I made reform programs of the qualification system for appraiser. The main reform program is to expand and strengthen the subjects of the second examination. Concretely, the subjects of the second examination for appraiser should be appraising related engineering and real estate private law, real estate public law, real estate principle (including appraising theory)and appraising practice
