Abstract

The redevelopment project has encountered numerous challenges arising from conflicting, insufficient, or unreasonable laws and regulations concerning appraisals linked to the disposal of state or public property. This study analyzes issues and improvements in the state or public property appraisals within the context of redevelopment projects through a comprehensive literature review. Key issues in appraisal involve the appraisal requester, the date of the value opinion and appraisal standards. The findings of this research suggest several improvements. First, to improve administrative procedures, it is recommended to expand and clearly define the scope of fundamental infrastructure, designate the project implementer as the appraisal requester, establish the requirements for occupiers with preferential purchase rights, and define both the date of the value opinion and the end date for the purchase of the state or public property. Second, enhancements to the appraisal standards are proposed. This includes a reasonable revision of the meaning of the date of the value opinion, the establishment of judgment criteria for usage situations and restrictions on public law, and exclusion of development profits and losses due to the redevelopment project.
