재개발사업 감정평가의 개발이익 반영 여부에 관한 연구

Abstract

The profit and cost of redevelopment projects is allocated according to the investment ratio of owners in the district. The ratio of investment property is decide by appraisal value, and with regard to the development benefit, there is a criticism whether appraisal value include the development profit or not.Assertion that appraisal value exclude the development profit is based on that redevelopment project is a public project and the profit is irrelevant to owner's effort. In general public project procedure, owners in a district emigrate to outside as receiving compensational money. However, in development projects procedure, owners continuously participate in the project until completion point and charge both profit and cost. So redevelopment project is completely different from general public project.Namely, the purpose and object of appraisal are different in redevelopment project from in other public project. So it is not resonable assertion that the redevelopment project profit must be exclude because redevelopment project is public. Therefore, when appraising redevelopment property, development profit must be include in appraisal value.
