재외동포 학습자를 위한 지역문화 활용 방안 모색

이 논문은 국내모국수학과정에 재학 중인 재외동포 학습자들을 대상으로 하는지역문화 활용 교육프로그램의 효용성과 개선 방안을 모색하는 것을 목적으로 한다. 지역성(혹은 로컬리티)은 중앙과 대비되는 주변과 소수, 결핍의 의미들과 맞닿아 있다. 하지만 국내에서 행해지는 재외동포교육은 제반 교육환경의 요소들, 즉 교수-학습이 이루어지는 장소(공간)와 그 장소에 내재 되어 있는 특성, 한국 문화의 일단을 이루고 있는 지역 문화의 고유성, 지역에서 이루어지고 있는 의사소통 수단으로서의 언어의 문제, 살고 있는 사람들의 공통의 사유 방식 등의 요소들과 맞닿아 있다. 그러하기에 지역문화를 활용한 재외동포 교육은 지역과 연계한 거버넌스의 구축이나 보다 체계적이고 구체적인 교육과정의 설계, 지역문화 활용 교육프로그램의 교재 마련, 교육수요자 중심의 평가도구의 개발과 환류 방안의 마련 등이 요구된다. 지역 문화가 지닌 언어·문화적 가치에 주목한 교육적 실천은 재외동포교육의 자장을 넓히는 데 기여할 뿐 아니라 지역이라는 장소(공간)에 거주하며 삶을 꾸려나가는 한국어 학습자를 위한 다양한 교육프로그램 구안에 기여할 것이다.
Abstract
The purposes of this study are to examine the utility of local culture-based educational programs for overseas Korean students attending a learning course in South Korea and search for their improvement measures. Locality is connected to the meanings of the margin in contrast to the center, minority, and deficiency. Education for overseas Koreans provided in South Korea, however, is related to all sorts of elements in the educational environment including the place(space) where teaching and learning happen, characteristics inherent in the place, uniqueness of local culture as part of Korean culture, issues of language as means of communication in the community, and common ways of thinking among the residents. Local culture-based education for overseas Koreans thus requires the establishment of governance connected to the community, design of more systematic and specific curriculums, preparation of local culture-based teaching materials for educational programs, and plans of development and reflux for evaluation tools around users of education. Educational practice with a focus on the linguistic and cultural value of local culture will contribute both to the expansion of the magnetic field for the education of overseas Koreans and to the development of various educational programs for Korean learners residing in a local place(space) and leading a life there.
