한일 무역마찰에 관한 한국의 대안 모색 ‒일본의 한국 수출규제와 CPTPP 간 양면성 분석을 중심으로‒

Abstract

In July 2019, following Japan’s export regulations for semiconductor materials in Korea, the exclusion of Korea’s white list has a significant impact on economic and trade relations. Such unilateral economic export control measures may shake up not only the slowdown of the Korean economy, but also even the basic principles of world free trade. Above these stories, this study find out the bilateral relationship between the Japanese government in the CPTPP, which seeks to lead a multilateral free trade agreement, and the Japanese government, which excludes export regulations and whitelists, on the issue of national and international security. After that, this study seeks alternatives plan from the Korean side. The Japanese government talks about international peace and security as the main reason for Korea’s export control. In addition, Japan’s export restrictions based on international security threats have been argued the same on the basis of whitelist exclusion. On the other hand, the CPTPP emphasizes the activation of regional trade based on division of labor and free trade. It is important to note that these contents are in conflict with the contents and background of Korean export regulations. Korea will have to come up with various countermeasures in the future to overcome the damage caused by Japanese export restrictions. This study suggests four countermeasures. First is the use of international diplomatic cards based on the contradiction between export restrictions to Korea and CPTPP. Second, we plan to increase the localization rate of the manufacturing supply chain, including semiconductor materials. Third, active and mid- and long-term implementation of R & D, including original technology R&D. Finally, the trade and trade cooperation system should be diversified.
