율곡학은 성리학과 경세학으로 대별되는데, 본고는 율곡의 나라와 백성에 대한 우환의식과 그의 경세론의 현대적 의의를 검토하는데 목적이 있다. 율곡의 우환의식은 그의 수많은 상소문과 기타 글 속에서 일관되게 나타나 있는데, 그것은 곧 憂國愛民의식을 의미한다. 또한 율곡의 우환의식은 개혁론으로도 나타나는데, 그는 16세기를 更張期로 규정하고 치밀한 현실분석을 토대로 탁월한 개혁방안을 제시하였다. 율곡은 개혁의 당위를 당시 無實的 상황에서 찾고, 實心, 實功, 實效의 務實정신을 고취하였다. 율곡은 먼저 개혁 주체의 自己潔身을 강조하여 君德의 성취를 적극 勸勉하였고, 개혁은 너무 조급해도 안 되고 너무 느려도 안 된다고 하였다. 아울러 성공적인 개혁을 위해 言路개방을 통해 개혁의 아이디어를 널리 수집해 반영해야 한다고 하였다. 율곡의 경세론은 養民과 敎民으로 그 내용을 삼는데, 養民이 敎民보다 우선이지만, 반드시 敎民을 통해 王道가 완성된다고 보았다. 율곡의 經世論은 民本에 기초하고 있고, 정치와 행정의 목적을 ‘나라와 백성’에 두었다. 특히 그가 言路개방을 통해 公論을 형성하고, 公論을 통해 國是의 정립을 꾀한 것은 ‘민주’에로의 단초를 제공해 주고 있다는 의의를 갖는다. 또 ‘得中合宜’로 이익과 정의의 조화를 주장하였는데, 이는 현대정치의 나아 갈 바를 시사해 주고 있다는 점에서 그 의미가 크다. 아울러 왕실의 예산을 줄여 백성을 위해 써야 한다든지, 당시 신분적 차별을 받았던 庶孼, 賤民의 仕路許通과 신분상승의 길을 제시한 것은 民本에 기초한 그의 정치관을 잘 말해 주는 것이다.
Abstract
Philosophical theories Yulgok espoused and developed are generally distinguished into Sung-Confucianism and theories on governing. Yulgok defined the sixteenth century as the period of the reformation, and pursued reforms for the nation and people. He diagnosed the reality based on the apprehensive consciousness on the future of the nation and presented reform solutions for it. Yulgok’s theories on governing consist of Yangmin, which means “educating people” for their prosperous life and Kyomin, which means “educating people’s morality. Yulgok supported the freedom of speech, and establishment of national policies through open and transparent public opinions, which shows he is one of the pioneers for the modern democratic politics. Also, Yulgok asserted that people’s lives had to be improved by reducing the budget for the royal families, and that laws for underprivileged people such as children of the concubines or the lowest class had to change. These present Yulgok’s thoughts that good governing comes from interests on people.
