Abstract
This paper illustrates how the changes of heritage concept from a private property to public heritage and furthermore to World Heritage can be explained through the production of scale by tracing the genealogy of World Heritage. Deterritorialization and reterritorialization of local and national heritage to World Heritage result in de-coupling of the heritage value from the local and disconnecting the heritage from communities. The Eurocentric concept of heritage based on universality brings about embracement of nonmaterial and nonwestern concept of heritage, recognition of multiple meanings and values of heritage, and emphasis on the participation of communities and sustainable development. This paper argues that not only the creation of World Heritage Convention but also World Heritage system itself is a cultural politics which can be analyzed from a constructivist perspective.
