본 연구는 2015년 파리협정 이후 가속화된 탄소중립 정책 환경을 배경으로, 정부가 개발·보급 중인 탄소공간지도시스템을 중심으로 도시계획 플랫폼의 필요성과 법·제도 개선 방향을 고찰한다. 기존 온실가스 감축 정책의 한계를 극복하기 위해, 공간정보와 시뮬레이션, 데이터 통합의 중요성이 대두되고 있다. 실제 2024년 지자체·도시계획실무자 대상 설문조사에서 탄소공간지도 인지 및 활용도는 낮았지만, 플랫폼의 필요성은 약 70% 정도 인정되었으며, 데이터의 정확성·법적 활용성·시뮬레이션 기능이 핵심 요구로 드러났다. 법·제도 측면에서 「국토계획법」및 「탄소중립기본법」등 핵심 법령의 개정 필요성이 크며, 기능별 중점 사항으로는 통합 데이터, 시민참여, 디지털 트윈, 분석 및의사결정 지원 플랫폼 개발 등이 도출됐다. 정책적으로는 단기적으로 인식 제고와 시범사업 추진, 중기적으로 법령개정과 제도화, 장기적으로 부처 협력 및 데이터 표준화, 시민참여 거버넌스 강화가 필요하다.
Abstract
This study analyzes the necessity of a carbon spatial map-based planning support platform in the context of accelerating global carbon neutrality commitments after the 2015 Paris Agreement. With Korea’s 2020 carbon neutrality announcement and subsequent legal reforms, the Ministry of Land, Infrastructure and Transport has led the development of the Carbon Spatial Map System, emphasizing the growing importance of spatial data, simulation, and digital integration in urban planning. A 2024 survey of local officials and urban planners found low awareness and use of the Carbon Spatial Map System, but about 70% recognized the need for a dedicated platform-with data accuracy, legal applicability, and simulation functions as top priorities. Legal reform needs were prominent for the National Land Planning and Utilization Act and the Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis. Key recommendations include integrated data infrastructures, enhanced citizen participation, digital twin applications, and robust decision-support systems. Policy proposals call for (1) short-term awareness and pilot project expansion, (2) mid-term statutory reforms, (3) long-term inter-ministerial cooperation and data standardization, and (4) participatory governance to drive urban carbon neutrality.
