Diagnosing Public Language is continuously developed and refined based on the Framework Act on the National Language, aiming for objectivity and efficiency. Despite efforts, the general public still faces barriers in engaging with it. To enhance communication between public institutions and society, public language must become more accessible. This improves fundamental rights and quality of life. The paper proposes a user-oriented approach to evaluate and classify criteria, moving away from evaluation-centered research. While norm-centered improvements in public language can serve as a model for language usage in the lives of the public, they may inadvertently lead to difficulties in comprehension and inaccurate communication of meaning. Therefore, public language improvements should be rooted in diagnostic criteria while also considering factors that may contribute to readability among users. Moreover, it is essential to strengthen the existing 'quantitative factors' used in diagnostics and to give due attention to 'qualitative factors' and 'reader factors', which can help address misinterpretation concerns. Consequently, this paper also proposes criteria for crafting easily comprehensible public document by incorporating these readability factors.
