현행 공공언어 정책 방향에 대한 검토

Abstract

This paper aimed to present opinions related to the direction of the public language policyso that the public language project could be promoted more efficiently by reviewing the publiclanguage policy currently being promoted by the government. The public language projectscurrently being promoted by various public institutions are based on <Framework Act onthe National Language>, which was enacted in 2005. Therefore, this paper reviewed the statutesand enforcement ordinances of <Framework Act on the National Language> related topublic language policy, and confirmed that there were no insufficient parts related to the directionof public language policy. Besides, we reviewed <Making Easy-to-understand Law>,one of the public language projects currently being implemented, to see if the contents of thepublic language policy are well implemented. Based on the contents of the review, this paperpresented the opinions on the direction of public language policy as follows. Firstly, in the current public language policy, it was confirmed that there was a problem inestablishing the direction of the policy because the subject of the policy was not specificallyspecified. This paper proposed that the subject of public language policy should be the generalpublic (language speaker), not the government or the state. Secondly, there was a problemin systematically realizing the public language policy because the goal of the current publiclanguage policy was not specifically presented. As suggested in the “plain language policy”that has been promoted in US government, it has been suggested that the public languagepolicy should aim to use language that is easy for the general public (language speaker) to understandand write. Third, it was also suggested that in pursuing the public language project,a standard based on the national language ability of the general public (language speaker) isneeded to materialize objects and contents.
