Abstract
Land-grabbing is a highly sensitive issue in Africa. Compared to other African countries, only a small amount of research has been conducted in Malawi. However, in recent years, large-scale land appropriation and the displacement of local communities has been detected. It is associated with Malawi’s sugar industry, particularly with the Dwangwa region, which is one of the country’s major sugarcane production areas. This study first analyzes land-grabbing issues through in-depth interviews with the communities of Kaongozi and Kalimkhola in Dwangwa. Both communities find TA Kanyenda as the main perpetrator associated with their loss of land and subsequent displacement. Also, (forced)migration process did not only result in economic loss to the communities but led to the loss of important traditional culture. These findings show that the study of land-grabbing should not only focus on its political and economic aspects but on the wider implication to a community’s socio-cultural aspects. This study also analyzes Malawi’s land-related laws and policies to identify the fundamental causes of land-grabbing in Dwangwa. It is found that the Land Act 1965, which can be considered as the nationalized form of Nyasaland Land Ordinance 1951, was the fundamental cause of weak land ownership. Further, the Land Act enabled large scale land acquisition as it provided a basis for justifying/legitimizing what appeared as convoluted land deals amongst the government, foreign companies and TA Kanyenda. In recent years, there has been many changes in the country’s land related laws and policies which will have impacts on the direction of land-grabbing research. This means that analysis of new land policies and continued field research at the local level should be conducted along-side. This could contribute to discussions on potential solution to prevent future land-grabbing incidences in Dwangwa and other areas of Malawi.
