Abstract
The global economy has developed since the World War Ⅱ. But the underdevelopment and poverty of the third world still continues. In this context, the international community provides assistance such as ODA and NGOs expand their activity boundaries by transcending nations. Especially, development NGOs’ activities are noticeable because those development NGOs are established for the purpose of substantial development assistance on its humanitarian level. This is not to pursue particular profits of donors but to consider recipients preferentially and to fulfill their needs of recipients directly. With this context in mind, this research seeks to examine the importance of partnership between donor-recipient development NGOs in Mali by focusing on the education policy of development NGOs. We know that development NGOs share their experiences by conducing together to achieve their goals and it makes them to acquire more and learn better. Furthermore they take joint responsibility about results. Therefore it will be more effective way to eradicate poverty and to develop human beings if development NGOs recognize the importance of their mutual partnership and perform development assistance.
