공적개발원조(ODA: Official Development Assistance)에서 민간기업(Private Enterprises)이나 시민사회(CSO: Civil Society Organization) 등 민간과의 협력 거버넌스는 대상국가의 지속가능한 발전을 위해 매우 중시되고 있다. 이러한 배경에서 본 연구의 목적은 ODA의 중요성을 인식하고, ODA의 활성화를 위한 민간과의 협력거버넌스를 구축하는 것이다. 이를 위해 ODA에서의 민간과의 협력을 기업과 시민사회로 구분하여 국내 및 해외사례를 분석하였다. 국내의 ODA에서의 민간과의 협력은 개도국 발전에 기여하기에는 사업내용이나 예산도 부족하고, 체계적인 틀도 미흡한 것으로 나타났다. 해외사례에서의 시사점은 중요한 파트너로 기업과 시민사회를 인식하고 있었고, 다양한 사업과 예산지원, 정기적 대화, 전략문서 작성 등을 통해 체계적인 협력을 하고 있었다. 연구결과 ODA활성화를 위한 민간과의 협력 방안은 다음과 같다. 첫째, 민관과의 협력을 위한 제도적 환경 조성이 필요하다. 협력전략 및 정책대화를 위한 협의체 등을 신설할 필요가 있다. 둘째, 민간의 참여제고 방안이 필요하다. 이를 위해 예산 배분 및 신규재원 확보가 있어야 할 것이다. 셋째, 참여주체에 대한 역량강화 및 투명성 제고 방안이 있어야 한다. 넷째, 민간협력 활성화를 위해 국민적 공감대 형성 방안이 필요하다. 다섯째, 국내는 물론 국제적인 네트워크 구축이 필요하다.
Abstract
The objective of this paper is to suggest the cooperative governance system of private sector for activation of official development assistance(ODA). For this, it compare the case of domestic and that of foreign in review of private enterprises and civil society organization(CSO). Our cooperation partnership is very limited in private sector comparing with foreign countries. The implications of foreign countries, as a key partners, they cooperate with private sector with regular dialogue, strategy documentation so on. In conclusion, First, it should be enabling institutional environment for private partnership. For this, Government may make set up new policy, strategy, and policy dialogue etc. Second, it need to extend the participation from private sector. For this, it needs to increase in financial support and to find new funding sources. Third, it should make strengthen the capacity development and transparency. Forth, it needs to encourage to the nation wide consensus and a variety of plans and researches in order to activation of ODA. Fifth,
