OECD 원조효과성 논의와 한국 교육ODA의 과제

초록

최근 OECD는 원조효과성 제고를 위해 수원국 주인의식, 공여국과 수원국간의 협력, 공동책임, 성과지향 등 원칙과 실천지침을 강조하고 있다. 이러한 국제개발공동체의 원조효과성 제고 논의가 대두한 이론적 배경을 개관하고, OECD의 원조효과성 5대 원칙을 설명한 후, 우리나라 대외원조의 특징인 영세성, 국제동향과의 괴리, 비교우위추구, 경제실익위주 등과 대비하여 ‘한국형’ 원조모델의 자기중심주의적 문제를 교육개발원조 영역에서 살펴보았다. 우리나라의 교육개발원조는 한국교육 개발경험 전수와 경제발전을 강조하고 있는 반면, 국제교육개발공동체의 현안인 새천년개발목표, 기초교육, 인도주의, 양성평등 등에는 상대적으로 소홀한 상황이다. 국제개발공동체와의 협력과 우리나라 교육개발원조의 효과성 제고를 위해서는 OECD의 원칙을 반영할 필요가 있다.

Abstract

Recently, regarding Official Development Assistance (ODA), OECD has been emphasizing ownership, alignment between donors and partners, harmonization among donors, results, and mutual accountability. This study reviews the theoretical background of OECD's aid effectiveness principles and compares them with Korea's ODA ideas and practices, which are characterized as small scale, self-centered, and seeking its own comparative competitiveness and economic interests. Particularly, Korea's educational ODA puts more emphasis on disseminating its own unique and successful educational development experiences in relation to economic growth than on the international ODA agendas such as Millenium Development Goals, Education for All, and humanitarian aid in education. In this respect, Korea's education ODA needs to reflect more of the OECD standards and rules of Aid Effectiveness, while searching for a unique, so-called "Korean Model of Educational ODA." Any success in achieving these two goals would contribute significantly to improving the principles and practices of educational ODA for developing countries.
