아프리카 분쟁에 대한 국제사회의 가장 대표적인 대응은 평화유지활동(PKO: peacekeeping operation)을 통해 이뤄져 왔다. 유엔(UN) 평화유지활동은 분쟁지역에서 분쟁 당사자들의 정전위반에 대한 감시나 외국군 철수 감시와 분쟁 당사자들의 분리 및 적대 세력간 완충지대 구축에 중점을 둔 전통적 접근 방식을 넘어 인도적 지원, 난민구호, 선거감시, 평화협정 이행 감시 등의 활동 영역을 포괄하는 복합적이고 다차원적인 활동으로 진화·발전하였다. 이러한 흐름의 진화·발전은 냉전종식과 더불어 양극체제의 붕괴와 동서 이데올로기 갈등이 해소되면서 그 동안 눌려있었던 인종, 종족, 종교 등 국가 내부의 문제들이 분출함에 따른 국제사회의 대응 차원에서 발전한 것으로 볼 수 있다. 그러나 유엔의 아프리카를 위한 많은 평화유지활동과 관련한 노력과 시도에도 불구하고, 아프리카의 폭력과 무력분쟁이나 인도적 위기상황에 대한 유엔의 대응 접근은 많은 비판적 평가를 낳았다. 비록 유엔 평화유지활동이 나미비아와 모잠비크 등 소수의 아프리카 국가에서 긍정적 평가를 받기도 하였지만, 앙골라, 소말리아, 르완다, DR 콩고를 비롯하여 보다 많은 아프리카 분쟁 사례에서 찬사보다는 국제안보의 비평적 차원에서 중대한 도전과 문제점을 남겼다. 이러한 맥락 하에서, 이 글은 먼저 평화유지 또는 평화유지활동의 개념 정의의 문제와 이에 대한 논쟁적 의미를 살펴 본 후에, 아프리카에서 유엔의 역할에 초점을 둔 평화유지활동에 관한 주요한 역사적 경험들을 고찰한다. 아프리카에서 유엔 평화유지활동의 사례 고찰 부분에서는 크게 제1세대와 제2세대 그리고 제3세대의 유엔 평화유지활동에 해당하는 아프리카의 주요 분쟁 및 내전 사례들을 중심으로 살펴본다. 이러한 역사적 경험 사례들을 다루면서, 특히 이 글은 새천년에 이르기까지 아프리카의 평화와 안보를 수호하기 위해 유엔이 취하였던 접근 방식들의 성격과 양상을 살펴보는데 주안점을 둔다. 이를 통해, 궁극적으로 본 연구는 유엔이 아프리카 평화유지활동 사례에서 보여준 도전과 한계점들을 찾아보는데 그 의의를 두고 있다.
Abstract
The most visible international response to African conflicts has been through peacekeeping operations. Since the creation of UN, it sought to develop the evolution of peacekeeping operations out of traditional approaches, including the truce supervision programs into much more complex and multidimensional approaches, including humanitarian assistance and peacebuilding. After the collapse of the Cold War, in particular, this evolutionary development of UN peacekeeping in Africa has been made as a response to the unleashing of the forces of globalization in which the complex internal conflicts deeply related to the brutal strife with ethnic, religious and racial dimensions threatened the cohesion of states in Africa. Despite many attempts and efforts exerted by UN peacekeeping operations, yet, the aforementioned evolution has generated considerable challenges and criticism, especially on its viability as international peace and security mechanism. In this context, this paper tries to highlight the major problems and constraints associated with UN peacekeeping in Africa following the brief examinations of the conceptual meaning and implications of peacekeeping and historical experiences and track records of UN peacekeeping operations in Africa.
