우간다 원격고등교육의 발전 가능성 및 방향성 고찰

본 연구는 우간다 원격고등교육의 가능성과 발전 방향을 제안하기 위한 목적으로 실시되었다. 우간다는 고등교육 발전을 위한 원격교육의 가능성을 인지한 국가로 정부와 기관 차원에서 원격고등교육에 관심을 가지고 있다. 우간다 원격고등교육의 발전 가능성과 방향 제언을 위해 본 연구는 3단계로 진행되었다. 첫째, 국내조사이다. 문헌조사를 통해 우간다 원격고등교육의 가능성과 제약사항을 분석하고, 발전가능성을 논의하였다. 이를 바탕으로 전문가 FGI를 통해 연구문제를 도출하였다. 델파이와 AHP를 실시하여 연구문제에 대한 전문가의 의견을 수합하였다. 둘째, 국외조사이다. 이해관계자 FGI와 설문조사를 통해 현지의 의견을 듣고자 하였다. 셋째, 수집한 정보를 분석하여 결론을 도출하였다. 그 결과, 우간다의 원격고등교육은 기존 고등교육에서 수용하지 못한 학습자를 수용하여 접근성 향상에 공헌하였고, 원격교육의 긴 역사를 바탕으로 오랜 경험을 가지고 있다는 측면에서 발전 가능성이 있지만, 교육의 질 측면의 제약사항이 존재함을 알 수 있었다. 발전방안을 제안하기 위한 연구문제로 1) 유형, 2) 매체, 3) 전공, 4) 지역사회 기여 역할이 도출되었다. 첫째, 유형으로는 기존 고등교육기관에서 원격교육 프로그램을 운영하는 방법이 제안되었다. 둘째, 매체로는 우편을 통한 학습교재 제공을 주 매체로 하고 라디오와 모바일을 정보전달과 상호작용을 위한 보조 매체로 제안하였다. 셋째, 원격고등교육이 우선적 도입을 고려해야 할 필요가 있는 전공으로 교육, 정보통신, 컴퓨터 과학, 농업, 경영을 제시하였다. 넷째, 원격고등교육이 지역사회에 기여할 수 있는 역할로 교사연수와 지역사회교육이 적절한 것으로 나타났다. 본 연구는 한국에서 거의 논의되지 않았던 우간다의 원격고등교육에 대한 논의를 시작했다는 점과 연구결과를 통해 한국의 대 우간다 원조 정책에 시사점을 제공할 수 있는 점에서 의미가 있다.
Abstract
This research aims at exploring possibilities and future direction of Uganda’s distance higher education. To discuss possibilities and draw recommendations for Uganda’s distance higher education, this research followed several steps. First is discussing possbilities and limitations of Uganda’s distance higher education through literature review. Based on the result and interview with experts, analytical framework for recommentation of future development. Second is conducting Delphi and Analytic Hierarch Process to gather experts’ opinion and field research to interview interest groups. As results, Uganda’s distance higher education has possbility in terms of increased accessbility of learner groups which could not access to the conventional higher education and accumulated operational experience through long history of distance education. However, it has limitation on educational quality. Under consideration the possbility and limitation, four items of institution type, media, subject, and community support were drawn as recommendation framework. Also, directions for each item were suggested by synthesizing answers from the experts and interest groups under the consideration of Uganda’s context. First, operating external programsin existing institutions was suggested as a suitable institution type. Second, correspondence supplemented with radio and mobile was suggested for applicable media. Third, subjects with higher priority were education, information and technology, computer, agriculture, and business administration. Forth, it is suggested that teacher training and community education are the ways that Uganda’s distance higher education can contribute for its community. The research result can contribute as a starting point of discussing Uganda’s distance higher education in South Korea and reference of South Korea’s aid policy for Uganda.
