초록
This article aims at evaluating the impact of the KOICA-built Musée National de la République Démocratique du Congo (MNRDC) on DR Congo’s museum environment. To this end, it will analyze the theoretical and empirical connections between the fields of museology and foreign policies, that is, museum diplomacy. The KOICA-led MNRDC project will also be compared with the Africa Museum (AM, Belgium) and the Institut des Musées Nationaux du Congo (IMNC) -the other two main actors. The preliminary results of this research will show that the KOICA’s approach to museum diplomacy, its delivery of modern facilities and capacity transfers are complementary to the AM and the IMNC’s policies. Based on this assessment, this study will then test the hypothesis according to which two bilateral sets of museum diplomacy between DR Congo-Belgium and DR Congo-South Korea could be improved if merged into a triangular partnership. After outlining the potential compatibility of the three partners’ characteristics with the OECD’s model for triangular cooperation, synergies and pitfalls related to communication issues, funding, (de)centralization and (co)leadership will be discussed.
