초록
This study explores the role of non-state actors in the practice of cultural diplomacy. While state actors are recognized as the main players in shaping cultural diplomacy and recognize the existence of non-state actors, there is an insufficient understanding of the role of non-state actors. We explain the relationship between non-state and state actors through the lens of a typology based on goal alignments and resource dependence. We selected two non-state actors based in Colombia engaging cultural diplomacy with South Korea. By employing document analysis and conducting interviews, we find that non-state actors are developing an active role in cultural diplomacy albeit the varying degree of their participation in creating cultural diplomacy practices. Our finding has far-reaching implications. First, we contribute to the existing scholarship on cultural diplomacy by providing a new outlook on the participation and behavior of non-state actors in cultural diplomacy practices. Second, our study can serve as a tool for developing policies and strategies of cultural diplomacy through leveraging non-state actors’ capacities and abilities.
