Abstract
The relationship between Ethiopia and Eritrea, neighboring countries in the Horn of Africa, has fluctuated like a roller coaster. Over the past 30 years, the relationship has been characterized by three periods: hostile confrontation, normalization of relations, and recurrence of disputes. Ethiopia and Eritrea had friendly relations for several years immediately after Eritrea’s independence. However, the dispute over border region escalated into a war that killed more than 70,000. After that, the two countries severed relations and entered a period of “no war, no peace.” However, the souring relationship drastically changed with the signing of a peace agreement in 2018. The common goal of resolving security threats and economic hardship, as well as the mediation of Gulf Arab countries and the United States, catalyzed the normalization of relations between Ethiopia and Eritrea. This friendly relationship reached its peak with Eritrea’s intervention in the Tigray civil war. However, disputes surrounding the end of the war and Ethiopia’s desire to secure ports and coastlines are once again escalating the tension between the two countries. The changes in the relationship between Ethiopia and Eritrea suggest that ▲ territorial and border issues are the main factors that escalate conflicts between countries, ▲ shared ethnic and national identities may not be a major variable in forming relations between countries, ▲ intervention by external forces can bring peace or prolong violence, and ▲ consideration of economic interests can alleviate or heighten conflicts between states.
