초록

기존의 19세기 영국의 인민헌장운동에 대한 연구는 주로 참정권 운동, 정치적, 경제적 측면의 문제에 국한되어 진행되어 왔다. 국내에서의 연구 경향도 비슷하여 인민헌장운동의 도덕적 측면, 특히 절주와 금주 운동에 대한 문제와 이를 포함한 인민헌장운동의 전체적인 조망이 불가능하였다. 이에 본 논문은 인민헌장운동의 도덕적 측면, 특히 절대금주 인민헌장운동을 헨리 빈센트의 활동을 중심으로 검토하고자 하였다. 이 글은 1820년대에서 1840년대 초반에 걸친 금주운동과 인민헌장운동을 그 검토 대상으로 하되, 주로 1820년대～1840년대의 절대금주 인민헌장운동의 배경과 내용, 그리고 결과와 의의 등을 중심으로 검토하였다. 절대금주 인민헌장운동은 1841년 봄 빈센트를 중심으로 영국 전역으로 급속하게 전개되었다. 빈센트는 3월과 4월에 옥스퍼드, 밴베리, 레스터, 노팅엄, 글로스터 등지에서 절대금주 인민헌장운동을 펼쳤다. 이에 오코너는 절대금주 인민헌장운동에 대한 신랄한 공격을 가하였다. 강경론자였던 오코너의 공격에 빈센트의 절대금주 인민헌장운동은 그 영향력이 금방 약해졌다. 빈센트는 4월 말경 성년남성의 완전한참정권연합(Complete Suffrage Union)에 투신하여 참정권 운동가로 변모하였다. 그러나 절대금주 인민헌장운동은 결코 사라지지 않고 남아 인민헌장운동과 이후 영국 사회 변화에 커다란 공헌을 하였다. 사실 1840년대 인민헌장운동과 금주운동 사이에 분열이 필수적인 것은 아니었다. 주로 많은 차티스트 지도자들이 금주운동과 종교가 연계되는 것을 싫어하였기 때문에 나타난 결과였다. 게다가 계급적 문제 또한 인민헌장운동과 절대금주운동의 연합에 방해가 되었으며 결국 노동자계급과 중산계급 사이의 도덕적 측면의 상이함으로 통합을 이루지 못하였다. 물론 양자 간의 거리를 좀 더 좁혔다는데 의의가 있다. 절대금주 인민헌장운동은 잉글랜드 북부에서 강세를 보였으며 스코틀랜드에도 영향을 미쳤다. 비록 짧게 진행된 운동이었지만 절대금주 인민헌장운동은 운동의 다양성을 보여주면서도 운동을 지속할 수 있는 또 하나의 자양분이었으며, 이후 전개된 인민헌장운동은 물론이고 참정권 운동을 포함한 자유주의 운동과 개혁에도 커다란 영향을 미쳤다.

Abstract

This theme focused on the Teetotal Chartism problems in the 19th century British society. I have followed the revisionist's views. I have two results in this study. Firstly, although the chartists and temperance movements have not lacked historians, teetotal chartism is now forgotten. Late victorian teetotalers wanted to stress their movement’s political and religious respectability, but also to play down its disagreements with the organized working class. Fusion between Chartism and temperance in the 1840s was far from inevitable. But teetotalers, Henry Vincent, William Lovett, and Collins disliked F. O’Connor. It have originated Chartism. Secondly, chartists found a temperance alignment difficult. 1) It cut across the sociability that helped the movement to cohere. 2) Religion caused more difficult, and 3) Class loyalties offered a third obstacle to teetotal Chartist union. But, the long-standing radical attitudes and pragmatic necessities were carried forward into Chartism by the London craftsmen who founded the new movement. From the mid-1830s onwards, loosely-affiliated, non-religious, and only half-acknowledged working men’s temperance groups and individuals clustered on the fringe of organized teetotalism, and by the late 1830s some Chartists were publicizing affinities between Chartism and temperance. Henry Vincent was among the movement's supporters in spring 1841. Why did Teetotal Chartism prosper at this time? Unfavourable economic circumstances accentuated the Chartists' continuing concern with poverty, and the evils associated with drunkenness were so patent that many Victorian reformers were tempted to exaggerate its salience among poverty's causes. Teetotal Chartists found in drink the reason why their movement had crumbled before government repression during 1839. Teetotal Chartism flourished after 1839 largely because the events of that year, the need for a middle class radical alliance. Vincent’s temperance manifesto produced a second wave of Teetotal Chartist societies early in 1841. Teetotal movement was popular with shopkeepers, small employers and artisans. And Vincent and Lovett were not pursing an impossible political alliance. Teetotal Chartism in 1840s was a nutrition which 19th Chartism have continued. I have convinced that this study caused an educational effect some extent if being published as planned, and as studied.
