본 연구는 산업구조의 변화 및 생활패턴의 변화에 따라 급변하는 도시공간구조에 대응하기 위해 복합용도지구 도입 필요성과 그 도입방안을 제시했다. 이를 위해 복합용도지구(Special MXD district)에 대한 개념을 명확히 하고, 현재 우리나라의 복합적 토지이용(Mixed Land Use)을 나타내는 제도 및 사례 중 서울시를 중심으로 준주거지역(Semi-Residential Zoning), 특별계획구역(Special Districts), 개별필지단위 복합용도개발(Mixed-Use Development)에 지정형태, 지정입지, 규모, 용 도복합, 운영현황에 대한 실태분석 및 문제점을 분석했다. 복합적 토지이용을 위한 복합용도지역(지구)(Mixed-Use Zoning)의 도입을 위해 우선 3개 대안을 제시한 후 그중 일정규모 이상의 ‘정형화’된 형태를 갖고 도심지나 준주거지역 등에 중첩적으로 지정 가능하며, 혐오시설 외에 모든 용도복합이 가능한 복합용도지구(Special MXD district) 도입을 제안했다.
Abstract
In this study, the necessity and introduction of a special MXD district are suggested in response to the rapid change of urban space structure which has been caused by the change of industrial structure and life .patterns For that purpose, a clear definition of ‘Special MXD district’ is made. And among the items of government’s ‘Mixed Land Use’ policy, ‘Semi-Residential Zoning’, ‘Special Districts’ and ‘Mixed-Use Development’ are investigated and analysed in terms of types and locations of designation, size, usage composition, status of operation and related problems, with the main focus being on Seoul area. For introduction of ‘Mixed-Use Zoning’ for mixed land use, three alternative plans are suggested, and then introduction of ‘Special MXD district’ is suggested which has a standardized shape with a needed size and can be located both in urban area and semi-residential area and also can be available for any usage composition apart from a facility that may cause people’s abomination. The special MXD district is a concept of a ‘use zone’, so it can be applicable as such under the current ‘use zone’ system.
