초록

지역발전은 공간현상의 분석결과에 가치를 부여하는 일련의 변화를 의미한다. 따라서 지역발전 관련 가치판단은 공간현상을 보는 관점에 따라 달라질 수 있다. 가치판단이 달라지면 지역문제 인식과 지역발전 목표가 달라지고, 이를 해결, 실현하기 위한 실천논리도 달라진다. 이와 같이 가치판단에 따라 지역발전에 대한 설명과 해석은 달라진다. 가치판단은 ‘바람직한 상태’에 근거하고 있기 때문에 시간과 공간의 상호작용에 따라 다르다. 이 논문에서 지역발전 패러다임은 공간현상의 가치판단 관점으로 정의한다. 이러한 가치판단은 당대에 보편적으로 인정되는 신념과 가치체계를 포함한다. 따라서 지역발전 패러다임은 이러한 가치판단의 근거와 ‘바람직한 상태’의 범위로 구체화 될 수 있다. 이러한 맥락에서 이 연구는 지역발전 관련 패러다임을 내용적 측면과 변화의 측면으로 구분하여 접근한다. 이러한 연구목적을 실현하기 위해 이 연구는 우선 지역발전을 시간과 공간의 상호작용 관점에서 검토한다. 둘째 이 연구는 주민들의 일상생활과 관련하여 공공부문과 민간부문을 구분하고, 이러한 관점에서 지역발전에 관한 정부의 역할 변화를 논의한다. 셋째, 이 연구는 지역발전 관련 패러다임 변화를 검토한다. 이러한 연구는 향후 지역발전 정책수단을 마련하는데 기여할 것으로 기대된다.

Abstract

Regional development is based on ‘the practice oriented knowledge’, thereby satisfying positive analysis on spatial phenomena and value judgement on that. In other words, regional development lies on weighing ‘the value’ in the changing spectrum of human settlement. Therefore, the value judgement may vary depending on the view points about what should be done in human settlement practice. In this context, this study aims at reviewing the change of regional development paradigm. Regional development paradigm is defined as the viewpoint on the judgement of spatial phenomena, in other words human settlement. This study analyzes regional development paradigm into two parts; one is about the contents of regional development, the other is about changing process of regional development. For this purpose, this article defines the meaning of regional development, examines the boundary between public sector and private one to promote regional development, studies the change of regional development paradigm by reviewing several key issues for regional policy. This study can contribute to formulating regional development policies.
