춘천 농민시장의 현실과 과제- 춘천 소양로 ‘번개시장’ 사례 연구를 중심으로 -

초국적 농식품복합체 주도의 지구적 먹을거리체계의 형성은 먹을거리의 지속성과 안전성에 대한 위기의식을 불러일으켰다. 세계 도처에서 지역먹을거리체계를 구축하려는 움직임들이 확산되고 있는 것은 이 때문이다. 그 같은 운동과 관심의 중심에는 농민시장이 있다. 농민시장은 지역먹을거리운동의 대표적 유형의 하나로서 서구사회, 특히 미국에서 지속적으로 성장해 왔다. 지역농민이 생산한 양질의 신선한 제철 농산물을 농민시장에서 직거래 방식으로 구매하고자 하는 소비자의 관심이 커지면서 농민시장의 고객이 꾸준히 늘었기 때문이다. 농산물의 안전성과 안정적 확보의 측면에서 위협을 받는 한국에서도 최근 들어 건강과 안전한 먹을거리에 대한 관심이 부쩍 커졌다. 이런 사회적 분위기 속에서 농민시장이 곳곳에서 조금씩 체계를 갖추어가는 조짐을 보이고 있고, 향후 활성화될 것으로 전망된다. 하지만 서구와는 달리 농민시장에 대한 학술적 연구는 아직 초기단계에 머물러 있어 우리에게는 농민시장의 성장을 뒷받침할 수 있는 사례연구들의 축적이 시급하다. 이 같은 문제의식 아래 이 글에서는 춘천의 소양로에 위치한 번개시장의 실태를 점검해 보고, 기존의 연구 성과들에 비추어 주요 과제들을 도출해 보고자 했다. 조사 결과, 춘천 소양로 번개시장은 이전에 비해 매우 침체되어 있음을 확인할 수 있었다. 이러한 실태 조사에 근거해 이 글에서는 춘천 소양로 번개시장이 농민시장으로서의 제 기능을 수행하기 위해 해결해야 할 과제들을 도출하여 제시하고자 했다. 즉, 보다 많은 농민판매인의 확보, 지역농산물만 시장에서 거래할 수 있게 하는 장치의 마련, 일반소비자 대상의 판촉 확대, 시장운영체계의 정비, 농민단체ㆍ시민단체ㆍ언론기관ㆍ춘천시와 같은 지역기관들의 농민시장 육성의 필요성에 대한 관심 제고와 공조 등이 그것이다.
Abstract
As large transnational agribusiness corporations have built the global food system, many consumers on earth have gradually felt sense of crisis on the sustainability and safety of food. This caused local food movements around the world. Farmers' markets are in the center of such kinds of movements and concerns. Farmers' markets as a main type of local food movements have steadily grown in western society, particularly in America. The reason is that customers who want to buy locally grown food in farmers' markets directly from the local farmers have grown according to their increasing interest in fresh and high-quality farm products. Recently, Koreans' interest in health and secure food has remarkably grown with increasing threat on the safety and stable securement of agricultural products. In the atmosphere farmers' markets are emerging everywhere and are expected to be revitalized in the future. However, more and more case studies on farmers' markets are required for supporting the growth of those markets, because academic researches on farmers' markets are still at an early stage. This article aimed at checking the present situation and urgent problems of the 'Soyangno Beongae Sijang' in the City of Chuncheon, given the earlier studies. It was found that the market has been in a slump. Major urgent problems of the market for functioning efficiently as a farmers' market were derived from analyses on present situation of the market: securement of many vendors, control devices for selling just locally farm produce, promotion strategies for ordinary consumers, organization of operating system in market, cooperation of several local institutions such as farmers' organizations, civic groups, media organizations, City of Chuncheon, and so forth.
