지역식량체계 농업회생방안과 과제

초록

WTO, FTA 등 농업외부환경의 영향력이 커지는 가운데 우리나라 농업은 점점 더 어려운 국면을 맞이하고 있다. 농업이 위기를 맞고 있지만, 농업이 갖는 중요성 때문에 농업을 회생하는 것이 절대적으로 필요하다. 본 연구에서는 기존 농업회생방안인 규모화에 기반을 둔 방안, 아이디어와 첨단기술을 통한 방안, 그리고 친환경농업의 확산을 통한 방안 각각을 검토하고, 이러한 방안들이 우리나라 현실에서 적합하지 않다는 것을 밝혔다. 본 연구에서는 우리나라 농업회생방안으로 현재 농민들의 상태와 여건을 고려하고, 현재 농민들이 영농의 재생산을 어렵게 하는 요인, 즉 낮은 농민 푸드달러, 저가의 수입농산물 유입에 따른 소비자 구매패턴 및 가격저하, 생산자와 소비자의 연결부재 등을 해소할 수 있는 데에서 찾아야 한다고 보고, 그것의 구체적 방안으로 지역식량체계를 제시하였다. 지역식량체계의 경우 다른 방안에 비해 비용이 적게 들고, 생산자에게 새로운 기술이 요구되지 않으며, 먹을거리 사정으로 인해 소비자의 참여 가능성이 커지고 있기 때문에 실현가능성이 크다는 점을 지적했다. 본 연구에서는 우리나라에서 지역식량체계의 확산을 위해 필요한 과제로, “먹을거리에 대한 인식의 전환”, “지역 농산물에 대한 의무적 구매의 확대”, “생산자와 소비자의 조직적 연결”, “제도와 조직, 조례의 정비”, “정부와 지자체의 재정 지원” 등을 제시했다.

Abstract

As its outside actors such as WTO, FTA and Multinatinal corporations become more powerful, Korean Agriculture has been having difficulty to be maintained. Thus, it is imperative to find a way of revitalizing the Korean Agriculture because it has importance in several respects. This study tried to find some problems in the commonly recommended ways of revitalizing the Korean Agriculture; the one based on the size of the economy, on brilliant ideas and cutting-edge technologies, and on the expansion of environment friendly agriculture. And the author came to a conclusion that these suggestions are not valid when used in Korean agricultural system. This study suggests ways of revitalizing the Korean Agriculture via local food system. This system is conductive to increase the food dollar to farmer ratio, keep stable price of the local products, and connect the farmers to the consumers. This new way has several merits; not much fund is required in the progress, no new technologies are needed to farmers, and consumers are able to participate more in the near future. The actual tasks of expanding local food system, which this study suggested, are as follows: consumers' opinion for food be changed, local food be purchased in various institutions, the connection between farmers and consumers be organized, institutions and rules be established for local food system, and central and provincial governments' fund raised to support the local food system.
