도농통합형 생활공동체 형성과 지속가능성의 매개 공간으로서의 농민시장: 미국 오리건주 포틀랜드지역의 ‘농민시장’ 사례를 중심으로

초록

이 연구의 목적은 농민시장이 어떤 측면에서 도농통합형 생활공동체의 형성과 지속가능성의 매개공간으로 기능하는지를 구체적으로 분석해 보는데 있다. 이 같은 목적을 실현하기 위해 미국 오리건주 포틀랜드 지역의 농민시장을 사례지역으로 선택하여 여기에 참여하는 판매인(특히 농민판매인), 소비자, 시장관리인, 장터 연주자 등을 주된 대상으로 심층면접을 실시하였다. 이번 조사에서 확인된 주요 연구결과는 다음과 같다. 첫째, 농민시장의 성립 전제인 ‘지역먹거리’의 ‘지역’ 개념 자체에 공동체 의식이 내재해 있다. 여기서 말하는 ‘지역’은 해당 지역의 규모나 지리적 위치, 먹거리 시장의 여건 등에 따라 상대적으로 규정되는 일종의 생활권역의 개념으로 인식된다. 포틀랜드 지역의 경우, 주(州) 내에서는 농민시장으로부터 대체로 100마일 이내의 지역, 그리고 주 경계를 이루고 있는 워싱턴주에 있는 일부 근거리 지역 정도가 자신의 지역으로 간주된다. 둘째, 농민시장에서 거래되는 먹거리는 품질이 우수하고, 소비자들도 이에 대해 확고한 신뢰감을 갖고 있다. 농민시장이 도농통합의 형성과 지속가능성을 매개할 수 있는 것은 그러한 사회적 자본을 축적하는 공간으로 기능하기 때문이다. 셋째, 농민시장은 사회 제반 현안에 대해 참여자들 간의 상호토론이 전개되는 공론의 장인 동시에 흥겨운 생음악이 연주되는 가운데 서로가 즐겁게 어울릴 수 있는 공간이다. 농민시장이 도농주민들 간의 공동체의식을 함양하고 다지는 가교가 될 수 있는 것은 바로 이런 점 때문이다. 넷째, 농민시장은 기성세대 뿐만 아니라 후속세대를 상대로 한 사회화의 기능을 수행한다. 농민시장이 도농공동체의 ‘형성’ 못지않게 그 ‘지속가능성’을 뒷받침하는 잠재력을 지닌 공간으로 기능한다는 것은 이런 측면에서다.

Abstract

This paper is aimed at concretely analyzing in what respects farmers' markets function as kind of space intermediating the formation and sustainability of urban-rural integrated community. To do this, I selected farmers' markets in the city of Portland, the U.S. State of Oregon for the case study, and then conducted in-depth interviews on people participating at farmers' markets. They are vendors(especially, farmers-vendors), consumers, market managers, market musicians living in Portland and neighborhood area. The major results in this study are as follows. Firstly, the main premise of the farmers' markets is a ‘local food’. In this context the term of the ‘local’ has a conceptual connotation of the community-consciousness. The ‘local’ as a component of community is recognized as a relative concept of sort of everyday life-zone depending on size, geographical place or characteristics of food market of a specific region. In portland, people roughly regard regions in State of Oregon within 100 miles from farmers' markets and surrounding regions of Portland in State of Washington as their own local area. Secondly, there are high-quality farm produce and consumers' firm trust on that in farmers' markets. These factors make farmers' markets function as an intermediating space for the formation and sustainability of urban-rural integrated community. Thirdly, farmers' markets play an important role as a public sphere where participants at farmers' market make conversation on social problems each other. At the same time, farmers' markets are a space bringing people together pleasantly in live music. In these respects, farmers' markets function as a bridge, which is encouraging and strengthening the community-consciousness between urban and rural residents. Fourthly, farmers' markets function as a socialization-space for present and future generations. This function of farmers' markets is a decisive factor, which contributes to potentially support not only the formation but also ‘sustainability’ of urban-rural integrated community.
