농민인권 논의와 실태 분석: 충청남도를 중심으로

우리나라에서 농민인권에 대한 논의는 비교적 최근의 일이다. 이 때문에 일반인은 물론이고 농민들에게도 농민인권은 익숙하지 않은 개념이다. 하지만 유엔 인권이사회에서는 농민인권의 중요성을 인지하고 2010년 무렵부터 본격적으로 논의하기 시작했다. 이러한 배경에서 본 연구의 목적은 유엔 인권이사회 차원의 농민인권 논의 현황을 파악하고 우리나라 농민의 인권 보장을 위한 방안을 모색하고 데 있다. 특히 급격한 시장개방으로 농민의 생존권이 위협을 받고 있고 도시의 확대로 농촌의 지속적 유지가 심각히 저해되고 있는 상황에서 우리나라 농민의 권리를 보장하고 농업과 농촌의 가치를 증진하는 방안을 모색하고자 한다. 충남도는 2014년도에 <충남도 인권정책 기본계획> 수립하면서 인권계획으로는 처음으로 ‘농어민의 권리’를 규정하고 농어민의 인권증진을 위한 여러 시책을 제시했다. 하지만 농민인권에 관한 구체적인 논의 동향과 정책 방향을 제시하는 데에는 한계가 있었다. 따라서 이 연구는 유엔 인권이사회에서 준비 중인 <농민권리선언>의 권리 항목을 바탕으로 충남 농민의 인권실태를 면밀히 파악하고 향후 이들의 권리 증진을 위한 방안을 제시했다. 그 중에서도 특히, 식량주권, 농산물 가격결정권, 생물다양성 수호권의 중요성을 강조했다.
Abstract
Discussions on human rights of peasant in Korea are relatively recent. For this reason, human rights peasants are not familiar to both ordinary people and farmers. However, the UN Human Rights Council recognized the importance of human rights of peasants and began discussing them in earnest from around 2010. In this context, this study aims to find out the current status of human rights discussions at the level of the UN Human Rights Council and to find ways to guarantee the human rights of peasants in Korea. Especially, because of the sudden opening of the market, the rights to survival of peasants have been threatened and the continuous maintenance of the rural area has been seriously hampered by the expansion of the city. Therefore, this study aims to secure the rights of peasants in Korea and increase the value of agriculture and rural areas. In Chungcheongnam-do, in 2014, <Chungcheongnam-do Human Rights Policy Basic Plan> was established. For the first time in the human rights plan, "the rights of peasants and fishermen" was prescribed and various measures were taken to promote the human rights of peasants and fishermen. However, there were limitations in presenting specific discussion trends and policy directions on human rights of peasants. Therefore, this study closely grasped the human rights situation of peasants in Chungcheongnam-do, and presented several ways to promote their rights in the future. In particular, it emphasized the importance of food sovereignty right, agricultural price decision right, and biodiversity protection right of peasants.
