영국 농민을 통해 본 브렉시트와 국가정체성 : 농민시장 참여농민을 중심으로

이 논문의 주된 목적은 영국의 농민시장 참여농민들에 초점을 맞춰 이들의 입장에서 브렉시트와 영국인의 국가정체성이 갖는 의미를 파악해 보는 데 있다. 이 같은 연구 목적의 실현을 위해 3가지 측면에서 접근을 시도했다. 국가정체성의 관점에서 본 영국의 다민족국가로서의 발전 과정, 영국 농민의 시각에서 본 브렉시트와 농업, 그리고 영국인의 국가정체성이 그것이다. 주요 연구 결과는 다음과 같다. 첫째, 영국인의 압도적 다수를 구성하는 잉글랜드인들이 브렉시트에 찬성했고, 나머지 지역에서도 민족정체성과 국가정체성을 동시에 지닌 영국인들이 적지 않았기 때문에 유럽회의주의와 연계된 브렉시트는 현실화될 수 있었다. 둘째, 영국 농민들 사이에서는 브렉시트에 대해 대체로 반대와 우려의 목소리가 높았다. 농민들은 신뢰할 만한 유럽시장의 상실, 유럽연합으로부터의 영농보조금 단절, 먹거리 안전 위협 등으로 인한 불확실성과 더불어 영국의 농업과 소비자들의 식탁을 엄습할 적신호에 주목했다. 그런 가운데서도 농민시장 같은 대안시장을 주된 판로로 삼고 있는 농가는 국제농산물시장을 상대로 하는 일반 농가보다 브렉시트의 타격을 적게 받을 것으로 농민들은 예상했다. 셋째, 농민들의 눈에 비친 영국인들은 선조나 지역에 토대를 둔 개별적 민족정체성과 다양성을 상호 인정하고 존중하면서 영국인으로서의 국가정체성을 공유하는 사람들이었다. 이러한 영국인의 국가정체성에는 역사적, 언어적 배경을 기반으로 하나의 국가를 유지함으로써 얻게 되는 경제적, 안보적 이익에 대한 공통된 인식이 내재해 있었다.
Abstract
This paper aims to understand Brexit and British State Identity in the light of farmers participating at farmers’ markets. I tried to do this work in three aspects. They are a formation and development of the UK as a multi-national state, Brexit, Agriculture and British Identity in view of British farmers. The main results are as follows. First, The reason why Brexit could be got through was that the English composing of an overwhelming majority of the British voted ‘yes’ for Brexit and that residents having dual identities of both national identity and state identity were quite a lot in the rest of the British. Second, the farmers raised voice of dissent and concerns against Brexit on the whole. They thought that the UK would lose a reliable Europe market, farming subsidies from the EU, and food security and that warning signs came on in both the British farming and table with great uncertainty. Meanwhile, farmers anticipated that farms having an alternative market such as farmers’ market as a main outlet would not suffer as much as those connected with international agricultural markets from Brexit. Third, according to the British farmers, the British were people who shared the State identity as the British with mutual recognition and respect for the regional national identities and their diversities. I could find out the shared recognition in the British State identity that what they continued to be an unified State on the basis of historical and linguistic background would be distinctly favorable to them in their economic and security views.
