이 논문의 목적은 브렉시트 이후 영국 농민시장의 지속 가능성을 탐색해 보는 데 있다. 이 같은 연구목적의 실현을 위해 영국의 런던, 에든버러, 벨파스트와 아일랜드의 더블린을 방문하여 농민 판매인, 농민시장 관계자, 소비자 등과 주로 농민시장에서 심층면접을 실시했다. 또 세부 영역의 연구 주제들과 연관된 통계자료들에 근거해 면접조사에 내재된 한계를 보완하고자 했다. 연구에 의하면, 영국은 먹거리 자급율이 매우 낮고, 최근까지도 먹거리 교역 문제에 있어 유럽연합 회원국들에 대한 의존도가 매우 큰 것으로 나타났다. 이제 영국사회는 브렉시트로 인해 먹거리 문제에 좀 더 적극적으로 대처해야 하는 상황에 직면하게 되었다. 영국의 농업과 먹거리 전반에 밀려온 이러한 현실과는 달리 농민과 농민시장 관계자 및 소비자들은 적어도 영국 농민시장의 지속가능성에 대해서는 낙관적 견해를 갖고 있는 것으로 드러났다. 그러한 긍정적 전망을 뒷받침하는 여러 근거들도 확인할 수 있었다. 이번 연구에서는 몇 가지 중요한 이론적·실천적 함의 또한 도출해 낼 수 있었다. 농민시장이 양질의 먹거리를 지속가능한 방법으로 확보할 수 있는 가능성의 단초가 될 수 있다는 것, 농민시장의 지속가능성을 구조적으로 뒷받침하기 위해서는 영국 정부가 특히 농민시장 참여 농민뿐만 아니라 친환경적인 영농활동에 종사하는 모든 농민들을 위한 지원체계를 시급히 구축해야 한다는 것, 그리고 농민시장의 지속가능성을 확보하기 위해서는 친환경 먹거리에 대한 소비자의 인식 전환을 유도하는 정부 차원의 정책 수립과 시민사회의 운동이 요구된다는 것 등이 그것이다
Abstract
This paper aims to explore the sustainability of the British farmers' market in the post-Brexit age. To do this, I visited London, Edinburgh, Belfast in the UK and Dublin, Ireland, where I’d done in-depth interviews with local farmer-vendors, market manager and coordinator and consumers mainly at farmers' markets. I tried to complement the limitations inherent in interview method on the basis of statistics related to the detailed topics of the study at the same time. According to this study, Britain was heavily dependent on the European Union, because of very low self-sufficiency in food. It was evidently found in recent statistics about food trade with EU member states. In this context, we can say that post-Brexit British society now confronts much more serious food problem than before, which should be surely solved. As opposed to the reality of British agriculture and food in general, farmers, market manager and coordinator and consumers showed optimistic prospect about the sustainability of the British farmers' market. Several evidences supporting that kind of positive perspective were found out in the study, too. Three important theoretical and practical implications which could be derived from the study were as follows. First, farmer’s market could be a clue for securing quality food in a sustainable way. Second, to support the sustainability of farmers’ market structurally, the UK government should establish a subsidy system for all of small farmers engaging in environmentally-friendly farming as well as farmers participating in farmers’ market as urgently as possible. Third, to secure the sustainability of farmers’ market, we also need to set up social policies and develop civil movements for changing most of consumers’ consciousness of eco-friendly food.
