한국 자활사업과 사회적일자리 사업에 나타난 국가의 침투성과 시민사회의 저항성(resistance) - 비판이론에 입각한 시론적 연구 -

초록

본 연구는 한국 자활사업과 사회적일자리 사업이 국가의 침투성과 시민사회의 저항성이 공존하는 영역임을 주장하고 앞으로 시민사회의 저항성을 더욱 실현하는데 필요한 전략을 비판이론적 관점에서 모색하고자 하였다. 이를 위하여 그람시, 플란차스, 오페, 하버마스, 벡의 논의를 근거로 자활사업과 사회적일자리 사업을 분석한 결과, 본 연구는 국가의 침투성이 크게 네 가지 측면에서 나타나고 있음을 발견하였다: 지적 도덕적 지도력 행사와 역사적 블록 형성; 물적 기반의 제도화; 선별 메커니즘 구축과 국가관료 통한 생활세계 통제; 규율과 감시를 통한 자유의 제한. 또한 본 연구는 자활사업과 사회적일자리 사업에서 나타난 시민사회의 저항성이 크게 다섯 가지 측면에서 나타나고 있음을 발견하였다: 정체성의 동원을 통한 유기적 지식인 양성; 자주적 관리 통한 저항센터 구축; 시민사회 내부의 동맹; 내적 방어와 외적 공세; 시민노동과 시민화폐.

Abstract

This study argues the paradoxical characteristics are found in the Korean Self-Subsistence and Social Employment Programs. Based on the thoughts of Gramsci, Poulantzas, Offe, Habermas, and Beck, this study found that the state penetrates into civil society, by exerting moral and intellectual leadership and building the historical block; by institutionalizing material structures; by building the filtering-mechanisms; and controling the lifeworld through state personnels. This study also found that civil society resists to the state, by developing organic intellectuals through the mobilization of identity; by self-administering the resistance-centers; by building the alliances within the society; by attacking the systems and defending the lifeworld aggressively; and developing civil labor and civil money. This study suggests that, in order that civil society can contribute to the successful and persistent programs, all the stake-holders, that is, not only the participants but also all the community memebrs should build we-identity among them, by activating the communicative actions. Of particular, women's roles should be emphasized as mediators of community integration.
