우리나라 지방정부 장애인복지예산 결정요인 분석

본 연구는 우리나라 기초자치단체 장애인복지예산의 특성을 파악하고, 이를 결정하는 요인이 무엇인가를 규명하고자 하는 목적으로 실시되었다. 본 연구의 목적을 달성하기 위하여 제주특별자치도와 서울특별시를 제외한 14개 시도 205개 기초자치단체의 2008년도 예산자료를 분석대상으로 선정하였으며, 장애인복지예산비율과 장애인복지예산수준 2가지 영역으로 나누어 분석을 실시하였다. 분석결과 정치적 요인의 경우에는 장애인 복지 조례 수가, 행정적 요인의 경우에는 장애인복지담당공무원비율이 장애인복지예산에 정적인 영향을 미치는 것으로 나타났다. 사회경제적 요인에서는 소득수준과 등록장애인비율, 지역사회재활시설 수가 정적인 영향을 미치는 것으로 조사되었으며, 재정적 요인의 경우에는 1인당 자체수입액의 경우에는 정적인 영향을 미치는 것으로 나타난 반면, 재정자주도는 부적으로 영향을 미친 것으로 나타났다. 시군구 개별분석에서는 구지역에는 사회경제적 요인과 재정적 요인이, 장애인복지예산을 결정하는데 주로 영향을 미치는 것으로 분석되었으며, 시의 경우에는 행정적 요인이, 군의 경우에는 정치적 요인이 각각 추가로 영향을 미치는 것으로 나타났다.
Abstract
The purpose of this study is twofold: to determine the characteristics of the Korean local governments’ budgets for the welfare of the disabled, and to examine the determinants of such budget. This study analyzed the budgets of 205 local governments in 2008. The budget rate for the welfare of the disabled and the magnitude level of such budget were selected as the dependent variables in this study. The results of the analyses are as follows: In terms of the political factor, only the number of ordinances on the welfare of the disabled was found to have a positive influence on the dependent variables. As for the administrative factor, the ratio of public officials assigned to take charge of the welfare of the disabled is directly proportional to the size of the disabled welfare budget. As for the socioeconomic factor, the income level, the rate of the disabled registered and the number of community rehabilitation facilities were found to have a positive influence on the estimation of the disabled welfare budget. As for the financial factor, the local government’s per-capita revenue was found to have a positive influence. On the contrary, the degree of a local government’s financial independence was found to wield a negative influence on the estimation of the disabled welfare budget The results of the separate analyses by local government type show that, in the big cities’ wards, the socioeconomic and financial factors have the greatest influence on the estimation of the disabled welfare budget. The administrative and political factors were also shown to wield a positive influence on the same in a city and in a county, respectively.
