여성의 돌봄에 대한 능력을 노동시장에서 필요로 하게 되고 경제공식부문에서의 서비스 산업이 확대됨에 따라 여성, 특히 기혼여성의 경제활동이 증가함으로써 돌봄은 점차적으로 노동으로서 인식되기 시작하였으며 화폐로써 가치를 인정받기 시작하였다. 그러나 돌봄 노동을 수행하는 사람은 주로 여성이기 때문에 돌봄 노동을 사랑과 같은 정서적인 측면에서 접근하려 한다면 여성노동력의 가치를 제대로 평가하지 않고 있는 가부장적 이데올로기를 재생산하게 된다. 본 논문의 문제의식은 돌봄 노동의 관리와 지불방식에 대한 것이다. 이는 돌봄 노동이 갈수록 제조업 노동과 같이 노동시장을 매개로 이루어지고 있지만 노동 관리와 노동에 대한 지불방식은 제조업 노동과는 달라야 한다는 문제의식에서 출발하고 있다. 본 논문은 현재의 돌봄 노동 현황을 광주지역을 중심으로 살펴보는 가운데 돌봄 노동의 가치평가와 조직화 방식에 대해 논하고 있다. 이러한 논의는 그 가치를 화폐로서 인정받고 자본주의적으로 노동을 조직화하고 관리하는데 그치지 않고, 갈수록 비인격화 되고 도구화 되어 가는 노동을 보다 ‘인간다운 노동’으로서 재고하고자 하는데 목적이 있다.
Abstract
With increase of service industry in formal sector of economy the monetary value of care service is accepted as a kind of labor. At the same time, the care labor is mostly carried by women and consequently, women’s competence for care is increasingly needed in the labor market. Under the circumstance, the understanding of care labor from loving and emotional perspective should be changed for the interest of women for the reason that this kind of approach to care labor reproduces a patriarchal ideology without recognizing the own value and labor force of women. This paper is focused on the way of management and payment of women’s care labor in the labor market. It is argued in the present paper that even though the care labor is often treated like labor of production, the former should be differentiated from the latter. Moreover, based on the case study, namely the care service in Gwangju city, the evaluation and organization of care labor was reconsidered and non-profit organization was proposed as an option to improve care service.
