지역사회의 발전을 위해서는 지역사회의 네트워크 행위자들의 협력거버넌스체제 구축이 무엇보다도 중요하다. 본 연구에서는 정읍시의 방사선연구원설립에 대한 지역사회의 중요 행위자들의 협력거버넌스 구축 모형을 제시하고자 한다. 정읍시의 경우 방사선연구원의 설립과 관련된 지역사회의 네트워크 행위자들이 각자의 역할에 충실하여야 하며, 행위자간의 신뢰와 믿음을 기반으로 하는 사회자본의 형성을 위하여 노력하여야 한다. 요컨대 지역사회의 발전을 위한 지역사회의 사회자본의 형성이 선행되어야 하며, 사회자본의 형성은 거버넌스 체제로 발전에 올바른 방향을 위해 중요한 역할을 할 것으로 판단된다. 지역사회의 네트워크 행위자들의 적극적인 참여와 협력은 지역사회의 발전에 핵심으로 자리하고 있다.
Abstract
Upcoming 21 century is an era when country’s competition depends on how much environment-friendly energy is produced and used efficiently. Regardless of utility of radiation, there are many antipathies against radiation facilities. This is because of localcitizen’s ambiguous fear and distrust stemming from disbelief in radiation equipments in past. Together with, civil environment groups have embossed the negative images on building radiation institute in local area, driving opposite movements constantly. Therefore, it is absolutely necessary for us to establish concrete and prescriptive PR strategy concerning erecting radiation institute beyond obsolete PR plan or strategy. The purpose of this study is following. First, this suggests construction model of cooperative governance of prime actors in local community concerning radiation institute in Jeongeup city. Second, this discusses a PR plan on radiation institute in local community.
