현대 한국사회의 전반적인 혼란은 급속한 산업화에 기인한 사회의 급변에서 왔다고 볼 수 있지만, 민주시민성교육을 시작한지 반세기가 지난 지금까지 민주주의 가치관을 제대로 내재화시키지 못한 측면도 있다고 본다. 그것은 현재 한국 사회의 주도권을 잡고 있는 청장년 세대를 보면 외형적 민주주의는 상당히 익숙해 있지만 내면에 있어서는 아직도 전통적 사고를 하는 것을 보면 알 수 있다. 변화한 시대에 맞는 가치관이 내재화되지 못하여 혼란을 겪고 있다고 본다. 이러한 문제의식에서 민주주의 교육을 재정비함으로써 민주주의의 가치관을 내재화시킬 수 있다고 보았다. 사회과교육은 사회과학의 성과와 방법을 통하여 민주시민성을 함양하고자한다. 그런데 지식에서 가치에 이르는 과정이 명료하지 못하여 현장교육에 혼란을 주고 있고 목표에 대한 의식이 약하다고 할 수 있다. 이에 사회과에서 지식에서 가치에 이르는 시민성교육의 과정을 탐색하였다. 그 과정은 5단계로 먼저 사회과학의 지식을 습득하고 이를 상호관련하여 이미지를 형성한 다음 구조화된 지식을 통해 문제해결력, 의사결정력 등의 지적 기능과 과정에의 참여기능을 훈련하고 이의 반복되는 훈련으로 지적 기능을 통해 비판력을 참여기능을 통해 협동력이라고 하는 인식의 틀(mind)을 형성함으로써 이를 통해 현실문제에 대처하여 합리적 판단력과 공동체에 기여하는 품성을 갖춘 민주시민을 육성하는 것이다. 이러한 민주시민을 민주주의 자체를 내용으로 하여 시민성 교육과정을 통해 민주주의 가치관을 내재화시킬 수 있다고 본다. 기존의 사회과 교육과정(curriculum)과 교재에 민주주의에 대한 내용은 기술되어 있으나 구조적 이해 그리고 이와 관련한 공동체의식의 문제와 민주주의 생활양식에 대한 훈련(기능)과 민주주의에 대한 인식의 틀의 형성을 통한 민주주의 가치의 내재화는 미흡했다고 생각한다. 이에 그러한 시민성교육의 과정과 그것을 통한 민주주의 교육을 탐색한 본 연구가 민주주의 가치내재화에 기여했으면 하는 바람이다.
Abstract
Modern Korea society is in disorder resulted from rapid social change from industrialization but considered on the other side, it is in a state of anomie from failure of internalization of values of Democracy. It can be seen in that now Korean adults(e.g. 386 generation) have external values of democracy but do in the traditional way of acting in internal aspect. It is regarded that it might be overcome through internalization of values of democracy. To begin with, It is needed to make the process of democratic citizenship education clarify. When the process is ambiguous, citizenship education faces with no direction and with problem of how value objective of social studies can be reached through knowledge objective. This problem might be solved by setting 5 stages from knowledge to value - such as knowledge, structuring, skill(cognitive, participant), mind(critical, cooperative), citizenship(competency for problem-solving and attitude contributing to community). By using this 5 stages, the process of value building can be clear. This study is to try to internalize values of democracy through this process. First, clarifying knowledge on democracy - ideology, procedure and institution, way of life, by these contents education on democracy can be built according to the process of citizenship education and internalization of value of democracy can be formed. I wish teachers for social studies education could make their students internalize values of democracy through these educations on the stages to democratic citizenship.
