문제 중심의 통합 지향적 일반사회 지역화 교육 과정의 구성에 관한 연구- 경상남도 지역을 중심으로 -

국가 수준의 교육과정에서 사회과는 최근 들어 의사결정력과 문제해결력을 제고하기 위한 대안적인 방안들이 모색되고 있지만 여전히 상대적으로 사회과학적인 기본 개념에 대한 이해를 중시한 것이 사실이다. 특히 일반사회 영역의 경우에는 사회과의 다른 하위 영역에 비해 그 내용적 특성상 정치, 경제, 사회·문화 및 법 영역에서의 기본 개념에 대한 이해를 바탕으로 사회과학적인 탐구 능력을 중시하고 있는 것도 사실이다. 이 같은 연장선 상에서 생각해 볼 수 있는 일반사회 영역을 중심으로 한 교육과정의 지역화 방안은 일반사회의 하위 영역에서 강조되는 사회과학적인 기본 개념의 사례나 소재를 해당 지역에서 찾아서 대응시키는 방법이 있다. 그러나 이 같은 접근 방법은 결국에는 지역의 문제에 대한 탐구를 수단으로 지역적 정체성을 갖추고 이와 관련한 문제해결을 의도하는 지역화 교육의 궁극적인 목적을 수단으로 전치시킬 수 있는 가능성이 높다. 그럼에도 지역화 교육의 전면적인 현장 적용이 이루어지기 전에는 사회과의 교과적 특성을 전혀 무시할 수 없는 점 또한 고려되어야 할 것이다. 이 같은 점들을 종합적으로 고려하여 본 연구에서는 일반사회 하위 영역들에서 중시되는 사회과학적 개념보다는 이와 관련한 지역의 문제나 주제를 우선적인 학습 요소로 고려하고자 하였다. 그리고 이 같은 과정에서 지역화 학습의 가장 중요한 목표인 지역적 정체성이 가장 잘 녹아있다고 생각되는 것으로 소위 ‘지역적 담론’이라고 판단될 수 있는 문제나 주제에 주목하였다. 문제는 이 같은 지역적 담론이 반영된 지역의 문제와 관련 주제를 어떻게 추출하는가였다. 이를 위해 본 연구에서는 경남 지역의 교육 및 행정 관련 자치 단체의 슬로건을 해당 기관의 홈페이지에 적시된 내용을 분석하였으며 이를 통해 경남지역의 지역적 담론이 잘 드러나고 있다고 생각되는 지역의 문제나 주제를 일반사회의 사회 영역별로 재 분류하였다.
Abstract
Social studies curriculum in national level have emphasized relatively the development of social scientific literacy, that is understanding the structure of social sciences in spite of the endeavour for the investigation of problem solving and decision making curriculum. Especially there made more emphasis on the understanding the basic concepts and the skill of social inquiry in general social studies(including the curriculum area such as politics, economics, sociology, law) From the perspectives of the existing social studies education we can model the localized curriculum linking the regional problem and example to the basic social-scientific concepts. But the approach to the development of localized curriculum of social studies education such as this is negative in nature and can transpose the ultimate purpose of regional education as the development of regional identity and problem solving ability of regional problem to the means of general social science education. In same time there is a problem that we should not disregard the general nature of social science education in so far as the localized curriculum of social studies education can be implemented in class generally. Considering the problems as above comprehensively this study put the priority on the regional problems or problematic themes, not on the basic social scientific concept itself as the core contents of localized curriculum in general social studies. And more concretely the regional problems were selected which could contain the regional discourse as can as possible. The next problem were that how we could extract the regional problems containing the regional discourse. Solving this problem this study made analysis the slogans of the regional institution of administration and education in Gyeungnam Province through the their home-pages and sorted and categorized the regional main problems of politics, economy, socio-cultural and law area.
