디지털 리터러시 교육 정책에 드러난 시민성 비교 연구: 프랑스, 독일의 사례를 중심으로

초록

이 연구는 프랑스와 독일의 디지털 리터러시 교육 정책을 살펴보고 두 국가의 교육 정책이 지향하는 디지털 시민이란 무엇인지 탐색한 연구이다. 이를 위하여 프랑스와 독일의 디지털 리터러시 교육 정책과 법, 교육 프로그램 등을 살펴보고 두 국가가 놓인 역사적 맥락 위에서 디지털 리터러시 교육이 추구하는 목표와 정책 기술 방식, 그리고 정책에서 지향하는 가치가 무엇인지 분석하였다. 프랑스와 독일은 추진 체계와 방식, 우선적 가치를 두는 하위 영역에는 차이가 있었지만, 공통적으로 비판적 관점을 기반으로 디지털 세상을 이해하는 것, 디지털 시민으로서 권리와 윤리를 존중하는 것, 디지털 리터러시는 디지털 세상에서의 기술로 파편적 혹은 분절적으로 존재하는 것이 아닌, 정치와 사회에 직접적 영향을 미치는 민주시민 형성의 장으로서 역할한다는 점을 이해하고 교육 정책에 반영한다는 점에서 우리나라 디지털 리터러시 교육 정책에 시사점을 제공하였다.

Abstract

This study examines digital literacy education policies in France and Germany and explores what digital citizenship looks like in their educational policies. To do so, the study examined French and German digital literacy education policies, laws, and programs, and analyzed the goals of digital literacy education, the ways in which they are described, and the values they promote within the historical context of the two countries. Although France and Germany differed in their implementation systems, methods, and sub-areas of prioritized values, the results provide implications for Korea's digital literacy education policy in terms of understanding the digital world based on a critical perspective, respecting the rights and ethics of digital citizens, and understanding that digital literacy does not exist in a fragmented or segmented way as a skill in the digital world, but as a place for the formation of civil citizenship that directly affects politics and society at large.
