디지털 시민성에 대한 개념적 이해와 사회과 시민교육에서의 함의

초록

본 연구의 목적은 디지털 시민성에 관한 그간의 개념 지형을 정리하고, 사회과의 시민교육 차원에서 디지털 시민성 개념 담론이 던진 과제와 발전적 가능성을 탐색하는 것이다. 본 연구의 결과는 다음과 같다. 첫째, ‘디지털’과 ‘시민성’을 양 축으로 디지털 시민성 개념에 대한 이론적 범주화를 시도하고 기존 논의에 다시 적용한 결과, 다음의 양대 입장을 확인할 수 있었다. 하나는 디지털 사회에서 시민성의 본질이 기존과 크게 다르지 않고 시민참여적 성격에 주목하는 시민성 중심의 입장이고, 다른 하나는 디지털 사회에 개인이 갖춰야 할 일종의 소양 혹은 역량(디지털 기술 및 정보 활용 능력, 디지털 윤리 등) 중심의 입장이다. 둘째, 디지털 관련 소양을 일방향적으로 가르치는 것에 대한 재고가 요청되며, 디지털 시민성의 참여적 속성, 그리고 자기 표현을 통한 자아실현적 속성을 시민교육에서 적극적으로 활용할 필요가 있다. 이러한 속성에 주목한다면 학생들에게 직접적으로 관련성이 높아 행동으로 이어질 수 있는 디지털 시민교육이 가능할 것이다. 셋째, 현재의 디지털 환경에서 시민참여의 양적 확장보다는 질적 제고가 시급히 요청되는 바, 디지털 시민교육의 방향과 내용으로서 일명 ‘디지털 숙의 민주주의’를 검토할 필요가 있다. 마지막으로, 사회과 디지털 시민교육의 내용으로 비판적･생산적 리터러시를 고려할 필요가 있다. 비판적 리터러시에는 정보의 진위와 가치 지향, 출처 등에 대해 비판적으로 분석하고 판단할 수 있는 문해력이, 생산적 리터러시에는 정보 생성 능력과 자신이 생성한 정보에 대한 비판적 혹은 메타인지적인 접근이 포함될 수 있다. 디지털 시대의 시민성 및 시민교육이 나아가야 할 바를 탐색한 연구들을 마중물로 삼아, 향후 디지털 시민교육의 독자적 방향성과 내용이 더욱 구체화될 수 있는 담론이 전개되길 기대한다.

Abstract

The purpose of this study is to organize the current conceptual landscape of digital citizenship and explore the challenges and potential posed by the discourse on the concept of digital citizenship in citizenship education of social studies. The results of this study are as follows. First, as a result of attempting to theoretically categorize the concept of digital citizenship, the following two major positions were confirmed. One is a citizenship-centered position that focuses on the nature of citizen participation, and the other is a position that focuses on the capabilities that individuals must possess in a digital society. Second, the participatory nature of digital citizenship and self-actualization through self-expression need to be actively utilized in citizenship education. Third, in the current digital environment, qualitative improvement of citizen participation is urgently required, so it is necessary to review so-called ‘digital deliberative democracy’ as the orientation and content of digital citizenship education. Lastly, there is a need to consider ‘critical & productive literacy’. Critical literacy includes the ability to critically analyze and judge the authenticity, value orientation, and source of information, while productive literacy includes the ability to create information and a reflective or metacognitional way of thinking to the information one creates.
