본 연구는 대한민국 제22대 국회의원 총선거와 연계된 고등학생 모의선거 참여 경험을 심층적으로 이해하고, 이들의 정치 참여 인식 변화 양상을 살펴보았다. 연구진은 S대학교 연구소에서 주관한 모의선거에 참여한 여섯 개 고등학교의 선거관리위원회 구성원들 중에서 선발된 핵심 활동가들을 대상으로 심층 면담을 진행하였고, 면담 자료는 브라운과 클라크의 주제 분석 방법을 통해 분석되었다. 분석 결과 첫째, 모의선거를 기획한 청소년들은 제도와 학교 환경, 학생 요인으로 인한 제약으로 모의선거 활동에 어려움을 겪었다. 둘째, 모의선거를 통해 정치에 대한 지식과 관심이 증가하였다. 특히 정치에 대한 관심이 낮았던 학생들은 정치 관련 대화를 시작하고, 부모의 투표 참여를 유도하는 등의 변화가 나타났다. 셋째, 현실 정치에 대한 부정적인 인식이 긍정적으로 변화하면서 정치에 대한 감정이 개선되었다. 넷째, 정치 관여도가 높은 학생들은 정책의 방향과 대안을 제시하기도 하였다. 후보자들의 공약 분석을 통해 청소년 대상 공약의 부재를 지적하고, 교육 정책의 당사자로서 청소년의 참여가 보장될 수 있도록 모의선거 교육 기회가 확대되어야 한다고 주장하였다. 또한 젊은 세대의 의견을 대변할 수 있는 젊은 정치인과 그들을 양성할 수 있는 제도의 필요성을 주장하였다. 이처럼 청소년 모의선거는 이들의 정치 참여를 증진시키고, 시민 의식을 함양하는 데 중요한 역할을 한다. 그러나 모의선거의 활성화를 위해서는 입법적 개선과 학교 차원의 지원이 필요하다.
Abstract
This study aims to deeply understand the experiences of high school students who planned and conducted a mock election during the 22nd National Assembly election in Korea, and to explore how their perceptions of political participation changed as a result of their involvement. In-depth interviews were conducted with five students from three schools in Seoul who participated in a mock election competition organized by the research team. The analysis revealed several key findings. First, the students who planned the mock election faced difficulties due to institutional and school environment constraints, as well as peer apathy towards politics. Second, participation in the mock election led to an increase in students’ political knowledge and interest. Particularly, students who initially had little interest in politics began engaging in political discussions and encouraged their parents to vote. Third, negative perceptions of real-world politics shifted towards a more positive outlook, leading to improved attitudes toward political engagement. Fourth, students with higher levels of political involvement proposed potential directions and solutions for societal issues. Through their analysis of election pledges, they recognized the lack of policies aimed at youth and argued that opportunities for youth participation in policy-making, particularly through mock elections, should be expanded. They also emphasized the need for young politicians who can represent the voices of younger generations, along with systems to nurture such leaders. These findings suggest that mock elections play a significant role in promoting political participation and fostering civic awareness among young people. However, legislative reforms and increased support at the school level are needed to further encourage the activation of mock elections in schools.
