Abstract
This study investigates how controversial issues are presented in Korean middle school social studies textbooks developed under the 2022 revised curriculum, which emphasizes revitalizing discussion- and debate-based classes centered on social problems and issues. Specifically, it examines changes in the presentation patterns of controversial issues compared to the 2015 revised textbooks. To this end, the study analyzes the controversial issues included in the textbooks in terms of their themes, types, and teaching-learning processes, highlighting similarities and differences between the two curricular periods. The findings show that the number of controversial issues per textbook increased in the 2022 revised textbooks compared to those in the 2015 revised ones. Recently emerging topics such as the pandemic, artificial intelligence, and the climate crisis were introduced as new controversial issues. However, in the area of law, the number of controversial issues decreased, and some units in economics and politics contained no issues at all. Regarding the types of controversial issues, specific case issues outnumbered perennial issues in both number and proportion; public issues were more common than private issues; and the proportion of open issues that foster students' critical thinking declined. In terms of the teaching and learning process, while background information on controversial issues appeared more frequently in the 2022 revised textbooks, elements that support student decision-making decreased in both number and proportion. Additionally, the textbooks still lack a balanced presentation of pro and con perspectives and do not sufficiently incorporate structured discussion activities, indicating a lack of an adequate pedagogical framework for teaching controversial issues. Based on these findings, the study proposes improvements in the selection of units, themes, types of controversial issues, and teaching and learning processes, and offers suggestions for future research.
