이 글은 이명박정부의 출범과 더불어 역대 정부에서 이루어진 정보화사업의 내용과 추진체계를 단계별로 설명하고, 새 정부가 당면한 환경과 추진과제를 제시하였다. 1987년 국가기간전산망사업으로부터 시작하여 우리나라 국가정보화는 초고속정보통신망구축사업과 정보화촉진기본계획, 전자정부 등을 정보기술 환경변화와 정부업무 프로세스 혁신 필요성에 맞추어 발전하여왔다. 이 과정에서 사업내용은 프론트 오피스 서비스와 백 오피스 관리를, 추진체계는 대통령주도의 집권모형과 국무총리 이해의 분권모형을 적절히 도입해 나가면서 오늘날 세계적인 성과를 거두었다. 특히 국가적인 백오피스 핵심 DB를 집권적인 접근방법으로 구축하기 시작하여 단일부처내의 대민 서비스를 분권적 접근방법으로 추진하였고, 최근에는 부처간 조정과 협력이 요구되는 범부처, 다부처 전자정부 서비스를 집권적 접근방법으로 추진해 왔다. 향후에 추진할 정보화정책 과제로는 적절한 정보화사업 방향과 내용의 개발, 추진체계와 관련 법령 정비, 기 개발된 시스템의 보완 및 갱신, 그리고 정보시스템 활용도 제고 등의 노력이 요구된다.
Abstract
The national informatization policy of the Korean Government is classified into three categories according to both main projects (front-office service vs. back-office management) and mobilizing strategies(centralization vs. decentralization). Since 1987 in which the national key databases including resident and automobile registrations were developed, the Korean Government has adopted proper projects and strategies utilizing the state-of-the-art information technologies. Now, with the start of the new administration, the Korean government faces the new challenges: developing the new paradigm of the national informatization policy agenda, rearranging lead organizations, revising laws and regulations, redefining related concepts, substituting, complementing, and upgrading the already developed systems, and enhancing the users' utilization rate. These are the tasks of the new administration.
