Abstract

Since 1978, Korea has made consistent to achieve strategic goals set for national informatization by start to 'Five Year Basic Plan on Informatization of Public Administration'. After that, Kim Young-Sam administration announced 'Basic Plan for Korea Information Infrastructure' in 1993 and enacted 'Framework Act on Informatization Promotion' in 1995. By virtue of this Act, National Informatization Implementation Committee was established in 1995. In addition to this, in 2001, Kim Dae-Jung administration selected 11 e-government initiatives, and established The Special Committee on e-Government focused on advising and evaluation e-government project In 2003, Roh Moo-Hyun administration adopted e-government as a key national agenda and implement 31 projects. To promote government innovation in a more comprehensive and systematic way, the Presidential Committee on Government Innovation and Decentralization(PCGID) was established to deal with such issues as e-government, administration reform. The Technical Committee on e-Government under the PCGID carried out the development, deliberation, and coordination of the e-Government Roadmap projects during initial stages. the latter half of the Roh administration, with the necessary to strengthen the authority and position of the ministry responsible constantly being raised for efficient and responsible e-government implementation, the development, coordination, and management of e-government full scale implementation has been performed by The Ministry of Government Administration and Home Affairs(MOGAHA). In 2008, inaugurated president Lee Myung-Bak, Lee administration dissolved the MIC cope with the new IT environments. The paradigm for government has shifted from control and management to efficient, transparency and participation. Therefore, national informatization infrastructure should be strengthened, and implementation framework should also be reorganized. Lee administration established the National Informatization Strategic Committee under direct control of the president in 2009. With this achieved, it is necessary to strengthen the national informatization implementation framework. This is required to expand institutional authority from presidential delegation.
