정보화 자체평가지표의 보완에 대한 논의: 시도행정정보화사업의 평가모형을 중심으로

최근 정보화정책이나 사업평가는 자체평가 중심으로 운영되고 있다. 결과적으로 정부부처가 실시하는 자체평가가 제대로 운영되면 정보화사업의 질이 제고될 것이라는 가정이 가능하다. 이는 평가결과가 제대로 활용될 것이라는 전제가 충족될 때 가능하다. 이러한 문제의식 하에서 이 연구는 어떻게 하는 것이 좋은 정책평가인가라는 질문에서 시작하였다. 좋은 정책평가의 핵심구성요인은 다양하나 이 연구는 방법론적 측면에서 기존 평가들의 문제점이라 지적된 것 중 하나인 평가지표에 관심을 가졌다. 구체적으로 평가지표의 적합성, 즉 필요성을 확보하는 것이 좋은 평가를 판단하는 기준 중 하나인 평가활용을 제고할 것이고 가정하였다. 즉 이 연구는 관리자가 아닌 사용자관점에서 문제를 보고자 하였다. 특히 이 연구가 관심을 갖는 부분은 중앙부처가 스스로 실시하는 정보화사업에 대한 평가가 정보화사업의 특성을 고려하면서 평가해야할 내용을 제대로 평가할 수 있도록 평가모형 및 지표 등이 구성되었는지 이다. 따라서 이 연구에서 분석하려는 사항은 자체평가에 의한 정보화사업평가가 제대로 정보화사업의 추진과정과 결과를 평가할 수 있는지, 미흡한 부분이 있다면 어떤 내용을 보완하여 정보화사업의 평가를 개선할 필요가 있는지 등이다. 궁금증을 풀기위하여 사업담당자들이 필요로 하는 평가항목으로 구성된 시도행정정보화사업의 평가항목에 대한 연구결과와 정보화자체평가항목을 비교함으로써 현행 자체평가항목의 보완 필요성을 검토하였다. 끝으로 2차 자료 사용에 따른 분석의 한계와 일반적인 측면에서의 자체평가 개선에 관한 몇 가지 방안을 제시하였다.
Abstract
Recently so-called self-evaluation systems have been employed for evaluating informatization polices or programs. The self-evaluation expects that the quality of informatization programs would improve, should the self-evaluation is well operated. This assumption requires, however, a prerequisite, that is, the result of self-evaluations is utilized. Under the circumstances, this study begins with the question, what a good policy/program evaluation is. Among a variety of opinions, this study argues that evaluation of which result is more likely to be utilized can be a good evaluation. With the argument, this study singles out the issue of evaluation indicators as a potential barrier for under utilization of self-evaluation results, and examines the relevance(or practical need) of the indicators of the self-evaluation in the area of informatization. In so doing, an earlier study on an evaluation model and indicators for an informatization program called Si-Gun-Gu informatization program was employed for a comparison. The results of comparison indicate that the current self-evaluation has some room for improvement, if any, in terms of enriching indicators related to implementation and post-implementation(e.g., output or outcome).
