스마트 클라우드 환경에서 지역정보화 추진 전략:지역정보통합센터의 구축을 중심으로

Abstract

“Rapid changes have recently occurred in the ICT environment. As a result, a Cloud Computing environment has been gaining widespread appeal on a global scale. Korea, like other countries, is still in the early stages of introducing these latest Cloud Computing trends. The Korean government plans to make the most of Cloud Computing technologies to help citizens lead pleasant and comfortable lives. It is necessary the Cloud computing should not be regarded as an alternative and cost-saving manner but as an application manner for realization of innovation so that can response quickly to the local government environment changes. According to the government's plan, it will introduce the cloud system into many divisions within the Government Regional Computer Center and construct a cloud testing center for many small businesses to test the cloud computing system before it gets applied to every company. This project is significant because it will raise the domestic cloud industry's competitiveness in the world market and enhance efficiency of the nation's IT resources. Busan City and LG CNS held a groundbreaking ceremony for the construction of the LG CNS Busan Global Data Center on February 13, 2012. The Global Data Center will have an operational capacity of 72,000 servers and is scheduled to be completed in December 2012. Busan City and LG CNS plan to expand this capacity on a yearly basis until 2014. Plans for the global data center were part of the five cloud policy initiatives drawn up by the central, provincial governments and the IT sector with the objective of transforming Busan City into a global IT hub. The Korean government mapped out a plan to provide a cloud based environment. Therefore, it is requested that the guideline, law and regulation should be prepared to the local government cloud environment. Specifically, Electronic Government Law should be amended for Regional Information Integration Center based on the Cloud Computing.
