세계적인 이슈로 떠오른 빅데이터가 기업 뿐 아니라 국가의 경쟁력에도 지대한 영향을 미칠 것이므로 다양한 분야에서 빅데이터 활용 사례는 급속히 증가할 것으로 전망된다. 주요 국가의 정부 및 지자체는 국가 경쟁력 향상을 위하여 경쟁적으로 공공데이터의 개방과 활용 정책을 추진하고 있으며 빅데이터의 활용 방향은 크게 빅데이터 기반의 국가미래전략을 추진하고 있다는 점과 사회 현안 해결을 위한 새로운 방법으로 활용함으로써 공공서비스의 효율을 높이고 있는 것으로 요약할 수 있다. 본고에서는 국내외 공공부문에 적용된 대표적인 빅데이터 사례를 32개 선정하고 사회, 의료･보건, 금융, 교통, 재난･국방･치안과 같이 다섯 가지 적용분야로 분류해 전반적인 동향과 시사점을 정리하였다. 지제체의 성공적인 빅데이터 도입을 위하여는 사전 준비가 필요하다. 지자체의 빅데이터 도입 전략에 반드시 고려해야 할 사항들과 지역정보화 관점에서 지자체의 준비 사항을 살펴보았다.
Abstract
Big data, recently emerging issue all over the world, has vital influence on securing competitiveness of firms as well as nations. Therefore the increasing number of case studies of big data is expected in the wide range of application areas. The central and local governments of the advanced countries are emulatively pursuing the openness and utilization policy of public data to improve the national competitiveness. The advanced countries' utilization trend of big data is towards establishing the national future strategy based on the big data and solving the social pending issues using big data to promote the efficiency of public services. This paper selected the thirty-two case studies of big data applications from domestic and foreign sectors, which are classified to five areas of society, medical & health care, finance, transportation, and disaster prevention-national defense-public security. Implications and lessons from the selected case studies are also discussed. Finally the paper reviewed the elements to consider for the successful introduction of big data application and necessary preparations of local governments from a view point of the regional informationization.
