Abstract

While local governments have the main role of smart city policy, this study aims to analyze the current situation of local smart city policy through institutional isomorphism, including coercive isomorphism, mimic isomorphism, and normative isomorphism. With the framework of institutional isomorphism, this study utilized qualitative content analysis and text mining on local smart city plan to reveal the current situation of isomorphism in local smart city. First, in terms of coercive isomorphism focusing on law and institution by central government, it analyzed smart city law, smart city comprehensive plan, and smart city certification. Second, in terms of mimic isomorphism focusing on imitation of smart city policy among local governments, it analyzed key success factors of smart city, the vision of the smart city, and the target goal of a smart city. Third, in terms of normative isomorphism focusing on the influence of technical trends on smart cities as the professionalization, it analyzed the technical background of smart cities and smart city service. The result drew policy suggestions, including reflection of opinion by local government on smart city policy, classification and provision of smart city benchmarking cases for each capability and environment of local governments, and introduction of technology based on the current situation of local governments.
